- J&A Redacted This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302.2 for other than full and open competition, as well as FAR Part 5.2. The US Army Contracting Command, Aberdeen Proving Ground - Tennant Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement to procure the following: Provide access and necessary search functionality of publicly available online databases (including applicable subscriber databases) • Unlimited access 24/7, 365 days a year • Type, print, display and report output • Active profiles and no associated print charges • Interactive alerts and electronic mail services • Electronic Redistribution and Archiving (ERA) where applicable • Telecommunications charges included • Knowledge center to facilitate database searches in various languages Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed price Sole Source contract to ProQuest LLC, 789 E. Eisenhower Pkwy, Ann Arbor, MI, 48108-3218, Cage Code 3E922, a large business. The associated North America Classification Systems (NAICS) Code is 519130 and the Business Size Standard is 500. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 12:00 PM Eastern Time, Friday, March 18, 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
