- Pre-Solicitation # HSCG85-16-Q-P45B27 TITLE: DOCKSIDE REPAIRS FY2016 FOR USCGC HENRY BLAKE (WLM-563) This is a pre-solicitation notice for Solicitation # HSCG85-16-Q-P45B27. The United States Coast Guard Surfaces Forces Logistic Center (SFLC) intends to issue a Commercial Request for Quote (RFQ) for Dockside Repairs to USCGC HENRY BLAKE (WLM 563), a 175 foot Coastal Buoy Tender. The acquisition will be solicited as a 100% Total Small Business Set-Aside. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation FAR Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The simplified acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about March/April 2016. The solicitation will be issued electronically on the FEDBIZOPPS web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. This requirement is for contractor to provide all necessary labor, material, services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified to perform dockside repairs to the U.S. Coast Guard Cutter (USCGC) HENRY BLAKE (WLM-563) in accordance with this solicitation and attachment specifications. PLACE OF PERFORMANCE: All work will be performed at the cutter's home port or Coast Guard Base Seattle, Pier 36/37. COAST GUARD CUTTER AND VESSEL HOME PORT: Naval Station Everett, 200 W. Marine View Dr., Everett, WA 98207 GEOGRAPHICAL RESTRICTION - N/A DESCRIPTION OF WORK: The scope of the acquisition for the Dockside Repairs of various items for the HENRY BLADE (WLM 563) FY2016 is listed as Attachment 2- Work Specification. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures.
