CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to perform design-bid-build construction at the Pakistani Air Force (PAF) Base Shahbaz, Pakistan. In accordance with the Arms Export Control Act (22 USC 2791), this acquisition will be awarded to a U.S. Firm or a Joint Venture with a U.S. Firm in which the U.S. Joint Venture Team Member has controlling interest. The U.S. firm must be incorporated and have had its corporate headquarters in the U.S. for a minimum of three years; shall have filed state and federal income declarations for a minimum of three corporate years within the preceding four year period, having paid any applicable taxes determined to be due as a result of such filing. All qualified firms may express an interest in this project. We are seeking firms that have experience performing construction work on Pakistani Air Force (PAF) Bases and have licenses to perform construction work in Pakistan and are capable of obtaining bonding. The scope of the work includes providing security upgrades by constructing a new perimeter wall, installing perimeter lighting and repair of existing roads and constructing new patrol roads. The Government is performing market research in order to specifically determine the capability of potential offertory to perform the work specified below. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this Construction project is between $5,000,000 and $10,000,000 with an anticipated period of performance of 425 days after issuance of the Notice to Proceed. 2. PROJECT SCOPE: The United States Army Corps of Engineers has the requirement to provide security upgrades in the form of new construction of select perimeter walls, new perimeter lighting and surfacing of existing patrol roads, as well as construction of new patrol roads. General elements of construction work will include, however are not limited to, the following: Civil -Construct perimeter wall patrol road and perimeter wall. -Patrol roadway includes horizontal and vertical layout, grading, drainage and placement of sub grade, base course and surface course. -Final wall siting, grading and placement. Electrical -Construction of perimeter lighting system and associated controls. -Construction of electrical service to perimeter lighting to include extension of existing base power distribution system. Extension will include 11 kV underground distribution cables, 11 kV transformers, 400 V underground cabling and 400 V distribution equipment. 3. PROPOSAL PROCEDURES: The Government is considering the use of Request for Proposal (RFP) (FAR Part 15) procedures for this project. The Best Value Trade-off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. 4. SUBMISSION REQUIREMENTS: The Government is seeking to identify qualified sources under the North American Industry Classification System (NAICS) 327390 (Architectural Wall Panels, Precast Concrete, Manufacturing) either singly or as part of an assembled team. a. Provide your experience as a Prime Contractor completing design and construction of projects valued at least $5 Million to $10 Million in size. Provide a list of projects completed by your company and demonstrate your recent experience and ability to perform similar scope and size projects in Pakistan by using the attached Capability Statement format. b. Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project, if awarded. See FAR clause 52.228-15. The submission should address all questions in the attached capability statement and your ability to perform the work stated in the project information section of this notice.
