Description
The Department of Homeland Security (DHS), Federal Protective Service (FPS), East Consolidated Contracts Group (ECCG), intends to procure armed protective security services at the following locations:The Department of Homeland Security (DHS), Federal Protective Service (FPS), East Consolidated Contracts Group (ECCG), intends to procure armed protective security services at the following locations: 2200 Crystal Drive, Arlington, VA 2100 Crystal Drive, Arlington, VA 1800 S. Bell Street, Arlington, VA 2451 Crystal Drive Suite 200, Arlington, VA 2777 Crystal Drive, Arlington, VA 2733 Crystal Drive, Arlington, VA 1401 S. Clark Street, Arlington, VA 1901 S Bell Street, Arlington, VA 1550 Crystal Drive, Arlington, VA This requirement is being solicited as a commercial item in accordance with FAR Part 12. This procurement is a total small business set-aside. It is anticipated that a single award, fixed price, indefinite quantity, indefinite delivery type contract will be established as a result of the solicitation. The contract will consists of a twelve (12) month base ordering period followed by four (4) twelve (12) month optional ordering periods with an additional six (6) month optional ordering period pursuant to FAR 52.217-8. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $20.5 million. As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reposts and files necessary to accomplish the requirement. The RFP shall require the submission of a technical proposal as well as a price proposal. All proposals received from industry will be evaluated using Best Value/ Trade-Off procedures. It is anticipated that the solicitation will be released to the Federal Business Opportunities (FBO) website on or about 03/28/2016. It is the contractor's responsibility to monitor the website for the issuance of the RFP, as well as any updates to the solicitation. All contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov). A Pre-Proposal Conference will be conducted at the FPS-AD office in Philadelphia shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to a summary of the evaluation criteria: explanation of relevant past performance, supervisory post exhibit, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
