- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure a Brand Name or Equal Flexitron HDR System from Elekta Inc., 400 Perimeter Center Terrace, NE, suite 50, Atlanta GA 30346. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334519 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. It will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Radiation Oncology Branch (ROB) of the Center for Cancer Research (CCR) treats cancer patients with radiation according to approved clinical protocols and performs research to better understand the role of radiation in the treatment of disease. One of the treatment modalities that the ROB employs is the use of a High Dose-Rate Afterloader to deliver brachytherapy treatments using a small 192Ir radioactive source. ROB has used the Elekta MicroSelectron since 2002 for this purpose. Treatments typically involve the use of proprietary gynecological applicators which are both CT and MR compatible or the use of flexible plastic needles inserted under ultrasound guidance for the treatment of prostate carcinioma. In 2015, Elekta announced the end-of-life for the MicroSelectron as a supported treatment modality. This equipment permits the NCI to make full use of our existing applicator suite as well as both the brachytherapy treatment planning systems (standard and real-time ultrasound guided). The Flexitron HDR System is a High Dose-Rate, remote afterloader. It is used to treat cancer patients using a step-controlled radioactive source (Ir-192) via multiple catheters. It is a replacement for an existing, Government-owned afterloader (Elekta MicroSelectron), which has been declared obsolete by its manufacturer due to parts availability. The major unique features of the Elekta Flexitron HDR afterloader lie in its compatibility with existing, Government owned gynecological applicators used by ROB. These applicators are incompatible with other afterloader systems and would cause interruption of our ability to treat patients. Elekta Inc. is the only known company that can provide the Flexitron HDR afterloader. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 4:00 PM EST, on March 30, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
