Description
This amendment addresses questions from interested vendors and extends the due date for offers. Questions/Answers: Question 1 The drawing provided on FedBizOpps indicates 22 ft (L) x 8 ft (W) for the dimensions of the x-ray equipment. This is a substantial difference from the 26 ft (L) x 6 ft (W) outlined in the original RFQ. Is the length of the area accurate in the site drawing provided? If so, why the significant change? Response: The drawing is accurate. BEP planned to utilize a larger space; however that space was reallocated for a higher priority shift in production operations. Question 2 Is the 160kV anode voltage a minimum or maximum requirement? Would the government consider a higher anode voltage if the cost of the X-ray system was not impacted but the penetration capability was increased substantially? Response: Yes, a higher anode may be acceptable as long as minimum penetration requirement is made. Question 3 Regarding the requirement for Automatic Image Transmission, does the government envision the image being transmitted within the facility or between the WCF and DCF? Response: There is potential for the BEP to transmit images within the facility, so the capability must exist. Question 4 The SOW states training shall take place at both the WCF and DCF. If the site location for this project is the WCF (Ft Worth), is the training actually required at the DCF? Response: Language regarding DCF is DELETED. Training is only required at WCF. Question 5 In section C.2.4 of the SOW, Operator Training Modules is listed. Does the government see these training modules as a part of the software or a separate "standalone" station for training? Response: Part of the software. Question 6 Section C.4.7.1 calls for 3 days of quality assurance testing of safety, demonstration, and performance on the x-ray inspection system (XIS). Would the government allow training and testing to run concurrently, in the interest of efficiency? Response: Yes. Question 7 Concerning item, C.2.2 X-ray Generator Requirements - Minimum of bi-directional beam Can you clarify Minimum Bi-directional beam? Are you specifying a multi-view (Dual View) system? Response: This specifies two generators applied from two perpendicular directions. One horizontal and one vertical would be a possible configuration. The due date for offers is extended until Tuesday, 22 March 2016 at 9:00am (EST).
