GENERAL REQUIREMENTS: The work consists of providing all labor, materials and equipment as required to perform preventive maintenance on the Heating, Ventilation and Air Conditioning units (HVAC) located at USCG Sector Delaware Bay, 1 Washington Ave, Philadelphia, PA 19147. 2. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK: Upon acceptance the contractor shall commence once-a-month service starting 1 April 2016 and ending 31 March 2017. This contract is for a base year period and 2 option years as described below: Base Period (12 Months): 1 Apr 2016 through 31 Mar 2017 Option Year 1: 1 Apr 2017 through 31 Mar 2018 Option Year 2: 1 Apr 2018 through 31 Mar 2019 3. SCOPE OF WORK: Monthly inspections will include the following April-September: • Inspection of general condition of boilers, air conditions and air handler units. • Inspect all roof top AHU and A/C units drain pans and clean as necessary to avoid plugging of drain. • Check Chill Water unit for proper operation. • Run Chill Water system diagnostic test. • Check Chill Water condenser and evaporator for corrosion. • Check oil lever in sight glass of lead compressor, add oil as necessary. • Inspect plumbing and valves for leaks, tighten connections as necessary. • Check liquid line sight glass, oil, and refrigerant pressures. Monthly inspections will include the following October -March: • Inspection of general condition of boilers, air conditions and air handler units. • Inspect boiler vent system for any signs of blockage, corrosion or leakage. • Check operation of boiler low water cut off devices. • Check condition of safety pressure relief valves. • Check boiler main flame failure protection and main flame detection (fire eye) scanner on boiler equipped with spark ignition (oil burner). Quarterly inspections will include the following April-September: • On all A/C split systems, AHU's and Fan Coil Units clean intake side of condenser coils, fans and intake screens. • On all A/C split systems, AHU's and Fan Coil Units lubricate shaft and motor bearings. • On all A/C split systems, AHU's and Fan Coil Units perform operational check of units; make adjustments on controls and other components as necessary. • Inspect exterior piping and valves for leaks; tighten connections as required. • On all A/C split systems, AHU's and Fan Coil Units check belts for wear, proper tension, and alignment; adjust as necessary. Monthly inspections will include the following October -March: • Clean fire side water jacket for the boilers. • Check condition of flue pipe, damper and exhaust stack. • Check boiler operation through complete cycle, up to 30 minutes. • Check operation of mercury control switches in boilers. • Test temperature and pressure relief valves and check for proper settings on hot water heater tanks. • Drain sediment from hot water heater. Semi-annual inspections will include the following: • Check all moving parts for wear. • Check bearing collar, sheave, and wheel hub setscrews, sheave cap screws, and bearing hold-down bolts for tightness. • Grease bearings on mechanical couplings. • Inspect, adjust, and lubricate exhaust fan belts. • Perform sulfite test on deaerator water sample. • Clean Deaerator steam and feedwater strainers. • Check Deaerator steam pressure regulating valve operation. • Check low and high float levels for proper operation and respective water level alarms. Annual inspection per year will include the following: • The boilers and domestic water heaters shall be inspected and certified before each heating season and within 10 working days of contract award. • Annual certification for (2) Patterson Kelly Water Heaters rated 650-680 MBTU with max allowable working pressure of 150 psi and (2) Smith RTS HE Boilers rated at 80 psi safe working pressure and 1726 MBH. Inspections shall be conducted in accordance with American Society of Mechanical Engineers (AMSE) Publications and National Board of Boiler and Pressure Vessel Inspectors Publications. (See Section 4.0) • Check combustion chamber for air or gas leaks on boilers. • Clean firebox (sweep and vacuum). • Check and lubricate burner and blower motors. • Inspect fuel system for leaks and change fuel filter element, where applicable. • Inspect and clean oil burner gun and ignition assembly. • Inspect fans for bent blades or unbalance; adjust and clean as necessary on AHU's and A/C units. • Inspect mechanical couplings on main circulation and chill water pumps. • Inspect all roof top Air Handler electrical connections for damage and corrosion. • Check coils on AHU's and if dirty, clean using a chemical coil cleaner. • Check for proper operation and adjust thermostat on hot water heater. • Inspect, clean and adjust hot water heater control valves and thermo sensing bulbs. • Check set point of control temperature, humidity or pressure on Chiller system. • Check Chiller unit over its range control. • Check pressure differential on all two position controllers for the Chiller Units. • Check air system for leaks. • Check relays, pilot valves and pressure regulators for proper operation. • Disconnect Chiller Unit panel from power source and clean control panel compartment. • Inspect wiring/components for loose connections; tighten as necessary. • Check contactors, sensors and mechanical limits; adjust as necessary. 3.1 Inspection dates may vary with weather conditions year to year. QAE will notify contractor at least one week ahead of time to schedule seasonal service. 4.0 Applicable Publications: AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME) ASME Boiler and Pressure Vessel Code: Section V, Subsection A (Nondestructive methods of examination), Article 9 and 10 ASME Boiler and Pressure Vessel Code: Section VI, Rules for Care and Operation of Heating Boilers ASME Boiler and Pressure Vessel Code: Section VIII, Rules for Construction of Pressure Vessels ASME Safety Control Devices: CSD-1, Controls and Safety Devices for Automatically Fired Boilers (Editions current at time of contract award) NATIONAL BOARD OF BOILER AND PRESSURE VESSEL INSPECTORS PUBLICATION: National Board Inspection Code (NBIC) (Edition current at time of contract award) NATIONAL FIRE PROTECTION ASSOCIATION PUBLICATIONS: National Fire Codes (NFC) (Edition current at time of contract award) 5. Pressure Vessel Operating Certificate form CG-5519: 5.1 Certified Pressure Vessels: For each pressure vessel inspected under this contract and found or made safe for operation, the Contractor shall prepare and sign an Operating Certificate form CG 5519. The Inspector shall post the completed Operating Certificate on each pressure vessel found safe for operation in a clear plastic sleeve. Contractor shall forward one (1) copy of the completed Operating Certificate with all signatures to the Contracting Officer during invoicing. 5.1.2 Non-Certified Pressure Vessels: In cases of pressure vessels not found safe for operation during initial inspection, contractor shall immediately notify QAE and shall cite deficiencies preventing the issuance of an Operating Certificate onto form CG 5519 and submit with signature to the Contracting Officer by e-mail or fax within 1 working day. On the form, Contractor shall make written recommendations in their best estimation that describes the action that will correct those deficiencies and the requirements to be met in order for a pressure vessel which has failed to pass inspection to be certified in good repair and in safe operating condition upon subsequent inspection. 6. SITE VISIT: All bidders are strongly encouraged to visit the site to verify any/all quantities before submitting bids. Interested parties shall make arrangements for a site visit with DCC Spencer Wilson @ 215-271-4838. 7. DESIGNATED CONTRACTING OFFICER'S QA EVALUATOR (QAE) REPRESENTATIVE: The designated contracting officer's QAE representative and Point of Contact for this project is DCC Spencer Wilson @ 215-271-4838. Inquiries concerning any phase of the specification before or after award shall be made to DCC Spencer Wilson. 8. CONDITIONS AFFECTING THE WORK: The Offeror should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents. 9. AFTER AWARD OF THE CONTRACT: The contractor must immediately notify the contracting officer's QAE representative of his or her intended start date. The work shall be done in accordance with the specification. 10. ORAL MODIFICATION: No oral statements of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract. 11. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer. 12. PERMITS: The contractor shall without additional expense to the government, obtain all appointments, licenses, and permits required for the prosecution of the work. The contractor shall comply with all applicable federal, state and local laws. 13. CLEAN UP: All trash and debris shall be removed from the site daily. The job site shall be left in a clean and neat manner. 14. WORK OUTSIDE REGULAR HOURS: If the contractor desires to carry on work on Saturday, Sunday, holidays or outside the unit's regular hours, must submit their request in writing to the Contracting Officer's QAE Representative for approval consideration. The contractor shall allow ample time to enable satisfactory arrangements to be made by the government for inspecting the work in progress. 15. UPON COMPLETION OF WORK: Contact the Contracting Officer's QAE Representative to arrange for inspection/acceptance of work. 16. IDENTIFICATION OF CONTRACTOR PERSONNEL AND VEHICLES: The contractor shall provide a detailed list of all employees to the QAE Representative five (5) days prior to commencing work. The employee list shall contain the employee's full name, date and place of birth, current address and last four (4) of SSN. The Sector Delaware Bay Security Officer will be given a copy of the employee list and a pass will be issued for entry. Each contractor provided vehicle or towed trailer shall show the contractor's name so that it is clearly visible on the vehicle. A valid state license plate and safety inspection sticker is required. All vehicles operated on government property shall be maintained in a good state of repair. 17. SAFETY REQUIREMENTS: 17.1. Responsibilities: a. All contractors working on CG Sector Delaware Bay shall abide by all federal safety regulations as published by the Occupational Health and Safety Administration, 29 CFR 1910 (series) and 29 CFR 1926 (series). Contractor written safety programs shall be reviewed by the Safety Officer prior to starting work. b. Written notification must be provided to the Sector Delaware Bay DCC Spencer Wilson as Fire Marshal of any activity that could potentially cause fire or explosion or that change or reduces the capability of fighting a fire or explosion. Some examples of qualifying activities are: a fire hydrant or fire suppression system that must be taken out of service for any reason, electrical work that affects fire alarm systems, introduction of hazardous or flammable material onto the unit, and blocking of any egress routes or emergency vehicle routes. Inclusion of this information in the contract constitutes written notification as long as the outsource review sheet is signed by Safety Officer. c. Copies of the following must be provided to the Safety Officer prior to starting work in affected areas: Confined Space Entry Permits, Hot Work Chits, and Dig Chits. Confined space clearance must be conducted by a certified marine chemist and permit required spaces will have a copy of the permit posted on site during work. Hot work will only be conducted with permission and a fire watch must be posted. d. Lock Out/Tag Out requires notification and coordination with facilities and will not be conducted by a contractor on Sector Delaware Bay. A Facilities Division representative is required for all contractor Lock Out/Tag Out needs. 17.2. Rights: e. Every employee working on Sector Delaware Bay has the right to a safe and healthy work place. The contractor has the responsibility and right to stop unsafe work. QAE's and the Safety Officer may also institute a work stoppage relating to unsafe practices or immediate danger to life and health situations. 18. ENVIRONMENTAL PROTECTION REQUIREMENTS: a. All contractors working on Sector Delaware Bay shall abide by all federal environmental regulations as published by the Environmental Protection Agency, 40 CFR (series). Contractor written environmental management and pollution prevention programs shall be reviewed by the Environmental Protection Specialist DCC Spencer Wilson, prior to starting work and must be in accordance with the Unit Environmental Guide. b. Written notification must be provided to the Environmental Protection Specialist of any activity that could potentially cause a permit violation on Sector Delaware Bay Some examples of qualifying activities are: any activity that could result in a spill or discharge into a waterway or introducing a hazardous material into the environment. c. Copies of the following must be provided to the Environmental Protection Specialist prior to starting work in affected areas: Material Safety Data Sheets, permits, and notices of intent. d. Hazardous materials used by a contractor are required to be disposed of by that contractor. Disposal must be in accordance with federal, state, and local guidelines. END OF SCOPE.
