- Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Office of Dorn VA Medical Center (VAMC) intends to issue a Firm Fixed Price contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency (Veteran Affairs) Requirements, on or about 15 March 2016 to the David Kopf Instruments (KOPF), Tujunga, CA. The period of delivery will be approximately forty-five (45) ARO days from date of award. VAMC intends to award this requirement as a sole source to KOPF because KOPF is one of several companies that provide a Small Animal Stereotaxic Instrument, but KOPF design includes a t-handle lock. This provides absolute stability when manipulator is angled for off plane presentations. Other companies use a lock screw which can slip and will not hold the heavier weights or provide absolute stable when manipulator with tool is angles at a severe angle. Model 920 Rat Adaptor - uses a fine precision dorsal/ventral adjustment leadscrew. When the rat is loaded in the frame you have to adjust the head position to level the head. KOPF's adaptor - you just turn the knob and the adaptor will raise or lower. Competitors do not use a dorsal/ventral adjustment leadscrew assembly. To adjust head position you loosen a screw and with the other hand you have to support the tooth bar and animal or it will drop to the top of baseplate or if ear bars are engaged it will drop and put unnecessary stress on the animals ear canals. Other differences - KOPF's base plate is longer which makes clean up easier. Other companies provide shorter base plates where the posterior end of animal may lay off the end of the plate. KOPF's Design features include Qty. 2) Model 960 Electrode Manipulator with 100 micron resolution Vernier scales for all axis (X-Y-Z). All other competitors that were researched only have a resolution of 10-50 micron. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industry Classification System (NAICS) code for this requirement is 339112 with the size standard of $15M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by VAMC. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
