- We are extending this Sources Sought Notice to provide more time for review of the TDP and Statement of Work for further evaluation. SOURCES SOUGHT SYNOPSIS For Common Electronic Attack Receiver (CEAR) Production & Future Integration Department of the Air Force, Air Force Materiel Command, AFLCMC/HBZCB Background This is in conjunction with previous Sources Sought FA8210-15-R-CEAR posted 25 June 2015 and Response Date of 8 August 2015. This CEAR production and development effort is a follow-on contract of a previous design, development, and manufacture of two first article units for the Joint Threat Emitter (JTE) and Unmanned Threat Emitter (UMTE) systems. Additional integration with Mini-Multiple Threat Emitter System (Mini-MUTES) to the original design, and procurement will fulfill the Air Combat Command requirements specified in HQ ACC/A3AR Form 1067, dated Feb 28, 2012. Development under this contract shall maintain present commonality between UMTE & JTE sub-assemblies and add Mini-MUTES CEAR as a third common platform. The CEAR will use common configuration items for the Mini-MUTES, UMTE and JTE systems to the fullest extent possible. Upon successful development and demonstration, testing and acceptance of the production representative article CEAR units targeted for Mini-MUTES, Department of Defense approval will be obtained to exercise CEAR production for the Mini-MUTES fleet. Sources Sought The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which has a corresponding Size standard of 750. The Government will use this information to determine the best acquisition strategy for this procurement. When responding please include: 1. Company Name and Cage code 2. Who is your POC please provide email address and phone number. 3. Describe experience with same or similar items. 4. Suggested NAICS Code 5. Business Size Classification for NAICS and qualifications if any as any sub-category. (i.e. 8(a), HUBZone, SDVOSB, etc.) The contractor shall use the Air force Technical Data Package (TDP) in accordance with the SOW. Contact the contract negotiator to have the TDP distributed via CD. The Contractor must provide a current DD Form 2345 and must comply with AFI 61-204 (NOTICE TO ACCOMPANY THE DISSEMINATION OF EXPORT-CONTROLLED TECHNICAL DATA) and verify the DD Form 2345 through the Joint Certification Program http://www.dlis.dla.mil/JCP/. If DD From 2345 is available, send contract negotiator a copy with company cage code. Included in the distribution of the TDP CD: 1. CEAR TDP 2. CEAR SPEC 3. MINI-MUTES a. B,C,K,L System interconnect diagrams b. Signal Interfaces c. ECM Qualification test procedures The Government does not intend to award a contract on the basis of these sources sought or to otherwise pay for the information solicited. The information provided is considered market research and may be utilized by the AF in developing its acquisition strategy, Statement of Objectives, and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. Industry Day Prior to Industry Day please submit any questions by 24 February 2016. An Industry Day will be conducted at Hill AFB, UT on 9 March 2016 starting at 8:00 AM. The purpose of the industry day is to provide interested offerors an overview of the CEAR requirement. Government and contractor one-on-one sessions will be held following the overview to answer questions regarding this future solicitation. Those interested in attending shall submit the names of all attendees (not to exceed 3 persons per company) and driver's license numbers by 2 March 2016, 9:00 AM. After Industry Day Bidders/offerors are requested to submit questions by 14 March 2016, no later than 10:00 AM MST. A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. We will post Industry Day agenda shortly.
