- The Government intends to issue a competitive solicitation on or about 4 March 2016 with a close date of 3 April 2016 for the repair of Transmitter, Rate of Flow for E-3 Aircraft. Upon issuance of the solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The requirements set forth in this notice are defined per PR FD2030-16-00652 as follows: 1) This is a repair requirement; repair is the complete disassembly, cleaning, inspection, repair/replacement of parts as necessary, reassembly and test IAW the end item's Air Force Technical Orders or OEM Acceptance Test Procedures to ensure the end item(s) is restored to a serviceable condition. 2) List of applicable CLINs: CLIN 0001 Application: E-3 Aircraft Repair of NSN: 6680010161309RK Noun: TRANSMITTER, RATE OF FLOW P/N: 9-196-01, 60B00046-18 Description: Fuel flow measuring system. Supp. Description: Aluminum case containing precision components designed to measure the rate of fuel. Unit of Issue: EA Best Estimated Quantities: 18 EA Basic Year, 22 EA Option I, 22 EA Option II, 20 EA Option III, 18 EA Option IV CLIN 0002: CAF AF and Reports - Contract Data Requirements List (CDRLs) 1 LO - Not Separately Priced CLIN 0003: Over & Above / Unprogrammed Work / Engineering Services 1 EA - To be Negotiated 3) Item Unique Identification (IUID) - Contractor to provide IUID service. 4) Required delivery referencing 2) above: Delivery will be negotiated quarterly for all CLINs. 5) The Government is unable to create qualification requirements for this repair effort; therefore, it will be solicited as us of competitive procedures per the competition requirements authority at FAR 6.102. 6) IAW FAR 5.207(c)(15)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
