- The FAA is seeking competent and qualified contractors to modernize restrooms and refurbish plumbing system at El-Paso ATCT/TRACON, TX, 79925. Work will include, but not be limited to the following: 1.Modernize five restrooms: Remove and replace flooring, plumbing fixtures, electrical fixtures, wall coverings, shelving, partitions, hung ceilings, sinks, toilets, and urinals. 2.Provide temporary restroom facilities for the duration of this project. 3.Remove and replace rotted/corroded sewer pipe lines, vent lines and p-traps in Base 4.Remove and replace slab on grade as needed in restrooms. 5.Remove and replace existing three (3) water fountains. 6.Remove the water fountain, and cap and seal the abandoned open plumbing rough located in the Hallway. 7.Remove and replace existing valves and re-insulate existing pipes with Armaflex and PVC Jacket in pump room. The Contractor shall provide and install brass ball valves (7-2 , 1-(1-1/4 ), 1-1/2 , 2-1 , 1-1/4 and 1-3/4 ). 8.Remove and replace manhole sewer level sensor system on Sewer Lift Station. 9.Remove and replace sump pump at the outdoor storage. 10.Replace drain system that is connected to the Tower Cab sink. Replace Tower Cab Sink and faucet (Match existing). 11.Contractor shall replace/repair the sewer piping system per Chambers Engineering, LLC report dated on August 15, 2014. 12.Contractor shall clean/flush the entire sewer system (Tower, Base Building and TRACON) using high-pressure water jetting. (Submit cleaning method, the Master Plumber license number, and Master Plumber Certificate of Insurance for approval.) 13.Investigate a possible leak on sewer pipe line from the facility boundaries to the street connection. Work will be done on an operational facility and the contractor shall comply with all procedures, rules and regulations of the facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted operations. Work shall be generally performed inside and outside of the existing TRACON, Base Building and ESU building during the following working hours: Interior Work Hours: Starting 10:15 PM to 6:15 AM each day, Monday thru Sunday. Exterior Work Hours: Starting 6:00 AM to 6:00 PM each day, Monday thru Sunday. The Contractor shall work at nights/or weekends during the removal of existing equipment/material and installation of the new equipment/material. All work shall be in accordance with the plans and specifications provided. 1.This project is set aside for all small business concerns. 2.The North American Industry Classification System (NAICS) is 236220, commercial and institutional building construction. The small business size standard is $36.5 million. 3.The project magnitude is between $250,000 and $500,000. 4.The date, time, meeting location, and point of contact for the site visit will be provided with the solicitation package. 5.The contractor receiving award is expected to perform at least 15% of the work utilizing their own employees. 6.Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a.Using the Past Experience/ History form (Attachment #1), provide a listing of at least 3 past or current contracts/projects your firm performed for construction efforts, in the same size (Between $250,000 and $500,000) and scope of this project. Contracts/projects must be either in process or within the last 5 years. Scope is described above. Similar work must include FAA Centers, Towers, or other life-critical facilities. Offeror shall identify the contracting agency, (FAA, Other Federal, State, local governments, and private). You must provide the contract number or project identifier, which includes a reference point of contact and his/her current email and phone number. b.Complete and return the Business Declaration form (Attachment #2) and Document Security Notice to Prospective Offerors form (Attachment#3). c.A letter from your financial institution, dated within the last 30 days that indicates you have adequate financial resources or a line of credit sufficient to finance this project. To be considered adequate the letter should indicate that you maintain six figure bank balance or more or have a line of credit sufficient to finance a six figure project. In addition, provide the financial institution name, address, telephone number and contact person. If required by your financial institution, please provide a separate statement, executed by an authorized representative of your firm, providing the FAA written authorization to verify financial information, to include account balances, with your financial institution. The information provided will also be used as part of the responsibility determination. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE.
