- Justification and Approval PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Life Technologies Corporation, 5781 Van Allen Way, Carlsbad, CA 9200. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 611430 Professional and Management Development Training; the size standard is $11,000,000. The FBI has a requirement for training entitled "Advance Troubleshooting of the 3500 Genetic Analyzer Instrument", for the 3500 Genetic Analyzer manufactured by Life Technologies. The requirement is for 16 individuals to attend classes on the topic of advanced troubleshooting of the 3500 Genetic Analyzer Instrument. The class is designed to help users gain a greater general understanding of the 3500 instrument and how it functions, as well as instruction on how to recognize and troubleshoot problems that could potentially arise with the instrument functionality. Market research has determined that there is the potential for other companies to provide training services but Life Technologies is the sole vendor and manufacturer of the 3500 Genetic Analyzer Instrument, therefore this specific training can only be provided by Life Technologies. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, on 22 March 2016, by e-mail to the attention of Eliana York, Contracting Officer, at eliana.york@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
