Description
The NASA/SSC Office of Procurement intends to issue a Request for Quotation (RFQ) for the purchase Procurement of Machining Services for a High Pressure Cryogenic Globe Valve to be delivered and at the John C. Stennis Space Center, Mississippi. NASA's Stennis Space Center (SSC) is seeking machining services for fabrication of a high pressure 10-inch cryogenic Y-pattern globe valve of a NASA design that exceeds the onsite machining capability. NASA-SSC will provide 2-dimensional (and a 3-dimensional model upon award) to the selected machining contractor for fabrication. The valve is rated at 10,000 psig. The 304L forged stainless steel valve body is the single largest component of the valve and is approximately 48-inches long x 18-inches wide x 34-inches high. The machining contractor shall provide all raw materials for manufacturing. This includes the large forging required for the valve body. The body forging may require heat treating and/or stress relieving to insure accuracy and mechanical properties of the finished part. The specifications for the valve body forging are the responsibility of the machining contractor. The forging for the valve body in its entirety shall be the responsibility of the machining contractor. The machining contractor will also be responsible for providing associated commercially available accessories (bolts, Grayloc Products, Houston, TX Clamp set, position switches, actuator, etc.) that along with the fabricated parts constitute a complete valve assembly. NASA-SSC will be responsible for final cleaning, assembly and testing of the completed valve assembly. The use of incorrect or defective material would create a high probability of failure resulting in serious personnel injury, loss of life, and loss of vital test stand components. Therefore, the material has been designated as special emphasis material and special control procedures are invoked to ensure receipt of correct material. HIGHER-LEVEL QUALITY STANDARD: This procurement is subject to higher-level quality standard ISO 9001 or equivalent quality program that encompasses the provisions of ISO 9001. The government intends to issue subject Request for Proposal (RFP) under Negotiated Acquisition of Commercial Items procedures in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 and any resulting award will be made in the form of a Firm Fixed Price (FFP) Contract. It is anticipated that only one award will be made for this requirement. The anticipated issue date of subject RFQ is on or about March 28, 2016, with an anticipated quotation due date of April 29, 2016. The estimated period of performance or lead-time for delivery for this project is 180 days after contract award. FOB is destination. The NAICS Code and Size Standard are 332919 - Other Metal Valve and Pipe Fitting Manufacturing and 500 employees respectively. The evaluation factors for this procurement are in development and will likely include Technical Quality, Delivery Schedule, Past Performance, and Price. The Government reserves the exclusive right to award to other than the low offeror on this "Best Value" procurement.
