- Section B for Review DRAFT Performance Work Statement This is NOT an official Request for Proposals (RFP). Please DO NOT submit proposals at this time. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Interested parties who wish to provide feedback to this notice should provide that feedback no later than 3:00 PM ET on 23 March 2016. The Government reserves the right to not post any solicitation for this requirement. A formal solicitation release is planned for on or about 28 March 2016; however, this date may change to account for internal review and approval processes. Proposals will be accepted only from offerors with a current General Services Administration (GSA) Federal Supply Schedule (FSS) contract covering the scope of services contemplated in the draft Performance Work Statement (PWS) included with this notice. The Air Force District of Washington plans to fill a training support requirement for Comprehensive Airman Fitness (CAF) Training. The CAF mission is to build and sustain a thriving and resilient Air Force community that fosters mental, physical, social and spiritual fitness. The CAF initiative is intended to provide Total Force Airman (active duty, guard, and reserve), civilian Government employees, as well as Air Force family members (civilian spouses and dependents of Airmen), with a basis for utilizing resiliency to the extent to which Air Force community members can successfully meet the demanding challenges and stresses of a military lifestyle. Through continuous awareness and utilization of balancing mental, physical, social and spiritual fitness, the Air Force will be culturally recognized as a comprehensively fit force; Comprehensive Airman Fitness enables individuals to strengthen their personal fitness and ultimately enables Wingmen to help their peers adhere to the Air Force core values. The Contractor shall provide certified Master Resilience Trainers (MRTs) to teach, train and create new MRTs or Resilience Training Assistants (RTAs) from Air Force personnel or designated individuals requiring Master Resilience (MR) skills utilizing the Air Force's current Master Resilience Trainer Course (MRTC). In addition, the Contractor shall teach MR skills to United States Air Force Academy (USAFA) instructors/cadre, Basic Military Training (BMT) instructors/cadre, Officer Training School (OTS) instructors/cadre, Reserve Officers' Training Corp (ROTC) instructors/cadre and High School Junior Reserve Officers' Training Corp (JROTC) instructors/cadre. The Contractor shall provide training of MR skills to unscheduled, Ad Hoc events which may be CONUS (Contiguous United States/Stateside) or OCONUS (Overseas), on an as needed basis. Interested parties are requested to provide written notice via e-mail of their interest and capability to satisfy this requirement, to include details of their current GSA FSS contract number, effective period, and any questions or comments regarding the CAF effort. The resulting contract will be limited to small business sources under NAICS 611430 and is expected to be a three year (Base year and two option years) single hybrid Firm Fixed Priced with Cost Reimbursement for Travel and ODC expenses type award. The official release of the solicitation will be posted on either the GSA eBUY website, or the Federal Business Opportunities (FBO) website located at the following address: https://www.fbo.gov/. Potential offerors should check both websites. The on-line version of the RFP will include all documents of the solicitation package. No hard copy of the solicitation will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents.
