- N00024-16-R-6231 Exhibit E DRAFT N00024-16-R-6231 Exhibit D DRAFT N00024-16-R-6231 Exhibit C DRAFT N00024-16-R-6231 Exhibit B DRAFT N00024-16-R-6231 Exhibit A DRAFT N00024-16-R-6231 DD254 DRAFT N00024-16-R-6231 SOW DRAFT N00024-16-R-6231 RFP DRAFT The Naval Sea System Command (NAVSEA) intends to issue a Full and Open Competitive solicitation for the development and production of a Large Vertical Array (LVA) for SONAR. The LVA will have application to the Ohio Class and Virginia Block III and IV submarine classes. The LVA shall consist of acoustic sensors, outboard electronic bottles (OBE), cables, and fixtures for manufacturing and installation to the submarine hull. This requirement includes a First Article, Production Units, Engineering Services, and Provisional Item Orders. The resultant contract will include one (1) base year and seven (7) option years. The Solicitation is expected to include a Cost-Plus-Incentive-Fee (CPIF) First Article and LVA Fixtures Shipset in the base period with production units being procured on a Cost-Plus-Incentive-Fee (CPIF) basis for the option years. Engineering and Technical Services will be procured on a CPFF basis with support on a cost-only basis. The Solicitation is expected to be issued with in 30 days of the posting of this synopsis. The Naval Sea Systems Command is providing a Draft Solicitation associated with Solicitation# N00024-16-R-6231 for information purposes only. This draft does not contain Sections L and M of the Solicitation; these sections will be provided with the final Solicitation when it is issued. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified in this synopsis. Companies are encouraged to request performance specifications and data prior to issuance of the Solicitation. This information will be mailed to offerors once the Solicitation is issued. The performance specification and other related controlled files will be mailed only to those companies who request them and have a validated security clearance. To receive the performance specifications, prospective offerors must submit a written request to the Contract Specialist, Matthew Kopp, at matthew.kopp@navy.mil. The written request must include the company name; the Commercial Activity and Government Entity (CAGE) Code; the business address; the Classified mailing address; and the security Point of Contact. Once a prospective offeror's "need-to-know" and security clearance is verified and approved, the company will be authorized to receive the performance specification and other related controlled files. DFARS 252.204-7004 Alternate A, System for Award Management, applies. Information may be obtained via the internet at https://www.sam.gov. Access to the unclassified information involved in the Solicitation does not imply that foreign contractors can fully participate in this procurement. Should a foreign company choose to bid as a prime contractor, please notify the Contract Specialist immediately. No information can be released to a foreign entity until a favorable foreign disclosure decision is processed. If a foreign offeror decides to team with a U.S. prime contractor, then the U.S. prime contractor must comply with the Department of State 22 CFR Parts 120-130 and submit a request for an export license. This information is subject to modification and in no way binds the Government to award a contract. The Government is not responsible for any cost incurred by industry in responding to this notice. This notice shall not be construed as a promise to contract or commitment of any kind. This is a synopsis; however, a Solicitation will be issued bearing # N00024-16-R-6231.
