- Description
- The Marine Corps Systems Command (MARCORSYSCOM) intends to negotiate and award a new contract on a sole source basis in accordance with FAR 6.302-1, with Lockheed Martin Corporation (LMC) Mission Systems and Training (LMC MS&T), PO Box 4840, Syracuse, NY 13221-4840 for the development, testing, production and procurement of an AN/TPS-59A(V)3 Radar System Digital Receiver and Exciter (DREX). This requirement entails the incorporation of a DREX in the Array Transmit Group to include the Digital Side-lobe Canceller (DSLC) functionality. The DREX will receive six channels of radar data (Sum, DEL, DAZ, AUX 1, AUX 2, AUX 3) and convert them to digital data. Four of the six channels of digital data will be transmitted to the AN/TPS-59A(V)3 Radar Data Processing Group (RDPG) via multi-mode fiber optics. Two channels, AUX 1 and AUX 3, are used for the DSLC functionality and are not transmitted to the RDPG. The RDPG will be modified to receive the digital data and control the DREX via the appropriate monitoring and control messages. The DREX test approach will require a comprehensive simulation environment with the capability of injecting environmental conditions, up to 50 Tactical Ballistic Missile profiles and 450 Air Breathing Targets. The Government anticipates award of a Firm-Fixed-Price contract for research and development of the DREX as well as options for an estimated 13 production units. The proposed acquisition is directed to LMC MS&T pursuant to 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii). The Government has very limited data rights. These rights do not currently include access to the source code or the databases, which are absolutely necessary to possess, investigate, modify, integrate and test the DREX with the proprietary LMC MS&T software. Due to limited/restrictive rights and proprietary information, LMC MS&T, the original equipment manufacturer and sole producer of the AN/TPS-59 Radar System has the requisite corporate knowledge, technical expertise and facilities necessary to satisfy the Marine Corps requirement. This is not a request for competitive quotes. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 2:00PM local time on April 1, 2016. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
