- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items. The VISN 23 Veterans Health Administration intends to negotiate a commercial sole source contract with Nuance Coms, Inc., 1 Wayside Rd., Burlington, MA 01803, under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 2005-53. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is attached in support of this acquisition. This contractor has knowledge and experience with the VA VISN 23 Nuance Powerscribe system that would not be readily available to another contractor. This announcement constitutes the only solicitation and a written solicitation will not be issued. The following is the Statement of Work we are requesting this contractor to complete for us: Functional Statement of Work Nuance - PowerScribe Radiology Reporting Solution Annual Support 1.SCOPE: Contractor shall furnish all labor and expertise necessary to provide software and hardware maintenance and support of the Nuance PowerScribe Radiology Reporting solution in VISN 23. 2.CONTRACT PERIOD: Contract period shall be one year, beginning April 1, 2016 and ending on March 31, 2017. 3.QUALIFICATIONS: This contract is being Sole-Sourced to Nuance due to proprietary software keys. 4.SERVICES TO BE PROVIDED: A.General: 1) The contractor will provide the necessary resources and supervision to properly execute software and hardware maintenance and support of the Nuance PowerScribe Radiology Reporting solution located in VISN 23 B.Support: 1) The contractor will provide on-site, telephone and remote VPN technical support 24/7 to the VA for the Nuance PowerScribe Radiology Reporting solution. 2) The contractor will provide software updates as they are available/applicable. C.New Equipment: 1) Equipment may be added or deleted from the service contract as needed upon notification by the Contracting Officer (to be documented in writing via contract amendment). 5.TERMS AND CONDITIONS: A.User Responsibility: The contractor will not be held responsible under the terms of this contract for repairs to equipment necessitated by user abuse and/or misuse of equipment. The software resides at all VISN 23 locations (i) The solicitation number is VA256-16-Q-0341 and is issued as a Request For Quotation (RFQ) (iI) The provisions and clauses incorporated into this solicitation document are those in effect through the Federal Acquisition Circular. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) (iii) This solicitation is issued as a sole source. The North American Industry Classification System (NAICS) code is 334614, and the size standard is 1260 employees. (iv) This requirement consists of (1) one line item: CLIN 0001: Annual maintenance for VISN 23 Powerscribe hardware/software. All inquiries received by 4:00 PM Mountain Time, March 225, 2016, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
