- THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR SERVICES AND/OR SUPPLIES. This RFI is to determine if this procurement can be accomplished on a competitive basis; therefore, no questions will be taken at this time. If and when a solicitation is posted to FedBizOpps, questions will be taken and answered via a live Question and Answers Document. This RFI does not constitute an Invitation for Bids, a Request for Proposal or Request for Quote, and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. The Army Contracting Command-Warren is issuing this Request for Information (RFI) announcement as part of its market research for services to provide 30 Ton Cranes and Crane Operators to support Vehicle Mounted Mine Detection System (Husky) fieldings at various CONUS and OCONUS locations. The contract requirement will include the following: - Logistics Specialist to oversee the administrative functions associated with the contract scope of work - Coordination of cranes and crane operators at each fielding locations - Contractor personnel must the ability to pass training classes - Serve as the single point of contact for all efforts relative to the contract Participants should provide the followings: 1. A brief description of your company and previous experience at supplying Cranes and Crane Operators, particularly with respect to military applications. 2. Be advised, potential offerors must be registered in the System for Award Management (SAM) in order to conduct business with the Government. Interested companies may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 PM EST on 18 March 2016. Such capabilities and qualifications will be evaluated solely for the purpose of determining if this procurement can be accomplished on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their responses: 3. Business Status: Please indicate the business size status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.). 5. Business Size Status: Please indicate your business size status based on NAICS 541330. 6. Positive Statement: Please provide a positive statement of interest to submit a proposal. 7. Participants shall provide the following: a. A detailed statement of your company's capabilities providing the same and similar services described in this notice. b. A brief description of your company and experience and supplying 30 Ton Cranes and Crane Operators, particularly with respect to military applications. c. Does your company have a network of crane rental companies both CONUS and OCONUS? d. Crane operators may have some online training (Anti-Terrorism Level I Training and Anti-Terrorism Awareness Training) does your company object to training? e. Does your company consider services described in this RFI as commercial or non-commercial based on FAR 2.101. 8.
