Description
This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The U.S. Army Corps of Engineers FY 16 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 41.5%; Small Disadvantaged Business 23.5%; Woman Owned Small Business 7.5%; HUBZONE Small Business 7.92%; Service Disabled Veteran Owned Small Business 5.18%. The work consists of marsh restoration in existing shallow open water areas via borrow dredging in a designated borrow pit within Lake Pontchartrain. The work requires retention dike construction along the perimeter of the proposed marsh creation areas. This construction effort is a mitigation effort for Hurricane Storm Damage Risk Reduction System (HSDRRS) works in the Lake Pontchartrain and Vicinity (LPV) project. Two (2) distinct and separate marsh creation footprints are required, resulting in extensive disposal material pipeline establishment. Multiple lifts of dredged material will be required in the Bayou Sauvage Flood Side (BSFS-5) site, as well as the construction of bulkheads within this site. NAICS: 237990. The estimated dollar value for this project is between $10,000,000 - $25,000,000. IFB will be issued on or about 01 April 2016. Actual issue date will be shown when the solicitation is issued.
