Description
The F-15 System Program Office (SPO), AFLCMC/WWQE, intends to award an Engineering Services Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract for sustainment of the F-15 Aircraft Structural Integrity Program (ASIP) in accordance with MIL-STD-1530, AFPD 63-1/20-1 (formerly AFPD 63-10) and AFI 63-140 (formerly AFI 63-1001 and AFR 80-13). This requirement is planned as a sole source acquisition to The Boeing Company under the Eagle Talon contract. This requirement is to support the F-15 airframe through the Aircraft Structural Integrity Program (ASIP) Document Plans and Fatigue Damage Tracking (FDT). The Period of Performance will be for a base 12-month ordering period with two (2) 12-month option ordering periods. The specific tasks involved in sustaining the ASIP include updating ASIP Master Plans, Fatigue Damage Tracking (FDT), fatigue and static strength analysis, Damage Tolerance Assessment (DTA), Continuing Damage Analysis, and Force Structural Maintenance Plan (FSMP) updates. These tasks and programs are essential to maintaining the structural health of the aging F-15 fleet and assuring operational safety. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
