Police Advisor Islamabad, Pakistan Issuance Date: 03/18/2016 Closing Date: 04/01/2016 SOLICITATION NUMBER: PSC-16-027-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. Since 2002, INL's Afghanistan/Pakistan Program Office (INL/AP) through its in-country presence at U.S. Embassy Islamabad - INL/Pakistan (INL/P) - and U.S. Consulate Peshawar, have managed several programs to build the capacity of the Government of Pakistan's (GOP) law enforcement and border security personnel through training, mentoring, equipping, and infrastructure assistance. To date, these programs have built useful relationships and positive results across the country. Law enforcement personnel in Pakistan routinely face improvised explosive device bombings, assassinations, kidnappings, and other terrorism-related contingencies, in addition to standard criminality. Following the deterioration in security in Pakistan's northwest region in 2009, INL/P quickly and substantially enhanced its law enforcement effort in Pakistan, beginning with an effort to build the capacities of the Khyber Pakhtunkhwa (KP) Police through technical support, training, equipping, and infrastructure assistance. Since then, the Police Assistance Program (PAP) has expanded to include police from the remaining provinces (including the Sindh Police), levies in the Federally Administered Tribal Areas and Balochistan, and other federal law enforcement entities. The purpose of the Police Advisor (PA) will be to serve as an in-country advisor responsible for implementing INL/P's civilian law enforcement assistance efforts. The PA will work within Embassy Islamabad under the direct supervision of the Senior Police Advisor or his/her designee, as delegated by the INL Director. The PA will provide subject matter expertise to INL and Embassy Islamabad on law enforcement matters, coordinating efforts as they relate to mission objectives, the size and structure of the international police presence, USG roles and responsibilities for civilian policing, developing Pakistani law enforcement capacities and institutions, USG police assistance, and training plans. The PA will assist in the implementation of INL's civilian law enforcement program, deliver training and mentoring to Pakistani law enforcement officials as required, carry out security and logistical planning, oversee procurements and delivery of commodities, and maintain relationships and coordinate with relevant Pakistani police officials. This includes, but is not limited to, coordination with Pakistani authorities, management and delivery of police training courses, curriculum development, monitoring of training center and police station construction, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities. B.DUTIES AND RESPONSIBILITIES In close coordination with INL/P staff and the Senior Police Advisor, the PA will be expected to perform the following duties: 1.Program Management and Implementation •Manages and implements law enforcement projects under the guidance and direction of the Senior Police Advisor (SPA) or his/her designate, and keep the SPA informed of the details of project implementation, progress, challenges, and recommended solutions. •Coordinates with relevant Pakistani authorities on management and delivery of police training, curriculum development, monitoring training center and police station construction and renovation, logistical and security planning, vendor/contractor coordination, and commodity provision to host nation law enforcement entities; •Works with Pakistani law enforcement officials to determine training, curriculum, equipment, and infrastructure needs tailored to individual provinces, districts, and cities; •Works with Pakistani experts to review and develop law enforcement curriculum for provincial police; •Delivers training courses on a broad range of basic law enforcement topics, with areas of emphasis including, but not limited to, community policing, interviews and interrogations, basic investigations, report-writing, and human rights; •Performs monitoring & evaluation (M&E) activities, including site visits and data collection, to assess the effectiveness and impact of law enforcement assistance efforts. Brief INL, Department, and interagency officials on assessment outcomes and, on the basis of those assessments, propose future activities and/or remedial actions. •Ensures programming complies with USG requirements and legal restrictions, including Leahy vetting, and is coordinated with related USG police, criminal justice, rule of law, and corrections assistance and programs. 2.Strategic Planning and Advice •Serves as a subject matter expert within the INL Section and advisor on such matters to the Senior Police Advisor; •Assists in the development of detailed implementation plans and timelines for law enforcement assistance programs, from initial assessments and program design through acquisition and implementation, including planning, scheduling, budgeting, monitoring, and coordination among vendors, contractors, and Pakistani Government officials; •Provides program guidance/reporting upon request on law enforcement aspects of current program efforts as well as those in planning or evaluation stages, including mission objectives, size and structure of the international police training presence in Pakistan, budgeting, development of Pakistani policing capacities and institutions, practical measures to improve U.S. and international capacities to provide police assistance, and training plans; and 3.Coordination •Coordinates law enforcement efforts with members the Country Team as directed by the SPA, including DOJ/ICITAP, ODRP, FBI, DS/ATA, DHS, etc., as well as with international donors. In particular, the PA is expected to coordinate and work closely with DOJ/ICITAP, DS/ATA, and other interagency partners involved in law enforcement reform; •Represents INL at mid-level meetings, briefings, seminars, and exercises with USG, Host Nation, and international representatives to develop plans/programs for implementation of police assistance and improve INL capacities to respond quickly and effectively when new mission initiatives emerge; •Serves as a designated interlocutor with federal and provincial GOP officials and law enforcement leadership when appropriate; and •Participate in INL-Pakistan office meetings. B.-1 TRAININGS & DISTANCE LEARNING COURSES 1.Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 of arriving at Post. 2.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. C.RELATIONSHIP The PA reports to and receives broad policy guidance and general direction from the Senior Police Advisor or his/her designee, as delegated by the INL Director. The Advisor is responsible for planning and implementing many aspects of organizational and project and logistical operations. The PA coordinates and communicates with INL/P and the INL/AP Pakistan Team. The PA's actions, decisions, and recommendations are reviewed on the basis of results achieved and conformance with appropriate laws and regulations. The PA must depend in part on his/her own professional judgment to further the mission of INL. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. D.DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1.INL/POST Director(s) and; 2.INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. E.COMPLEXITY Assists in the development of detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups including international donors, the U.S. Embassy, and the Government of Pakistan can be complicated. Projects require dynamic leadership, expertise and complex innovation, strict adherence to high level policy without lower level interpretive assistance, and the ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature. F.SCOPE AND EFFECTIVENESS Guidelines consist of USG and Department of State Acquisition Regulations, and accepted legal principles and theories. In addition, Advisor must be able to determine application of basic administrative policy statements concerning the issue or problem being studied. The Advisor must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and Department of State financial operating procedures and policies. G.MINIMUM QUALIFICATIONS: 1.U.S. citizenship; Applicants must possess the capability to provide a U.S. address for contractual purposes at the time of contract award. 2.Ability to obtain and maintain DOS Secret security and medical clearances as well as a visa for Pakistan. 3.Minimum of ten (10) years' experience in U.S. state or local-level police operations, training, organizational development, and/or planning. 4.Associates Degree from an accredited institution in a relevant field of study or minimum of fifteen (15) years of related experience in the fields of law enforcement, criminal justice, international development, international relations, and/or public administration. 5.Demonstrated experience in other international civilian policing missions. 6.Proven excellent oral and written communication skills. 7.Proven superior negotiation and interpersonal skills. 8.Demonstrated experience in planning, implementing, monitoring, and reporting on projects. 9.Proven ability to work well with others. 10.Proficient in Microsoft Suite. H.PREFERRED QUALIFICATIONS: 1.Bachelor's Degree or professional certification from an accredited institution in law enforcement, criminal justice, project management, public administration, international relations, or related field. 2.Demonstrated experience working in international civilian policing missions in Pakistan, Iraq, Afghanistan, or another overseas conflict/post-conflict environment; 3.Demonstrated extensive experience in planning and delivering police training and other assistance, including procurement of goods and services. 4.Demonstrated experience in monitoring and evaluation, preferably involving law enforcement and training initiatives. 5.Demonstrated experience managing large U.S. assistance programs. 6.Experience working and coordinating closely with (without dictating to) other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). I.GOVERNMENT-FURNISHED EQUIPMENT: The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. J.PRE-DEPLOYMENT REQUIREMENTS If applicable - Consultations with the INL Program Office may be required. K.EVALUATION FACTORS: Factor 1Professional Working Relationships35 points Demonstrated experience developing close, forward-leaning working relationships with host-government interlocutors and working with them in a constructive and respectful manner. Demonstrated ability to liaise with members of relevant USG agencies (including but not limited to members of an Embassy Country Team), Host National representatives, and the international community in developing and coordinating police programs, as well as to represent INL in these forums. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
