- Attachment L2 Past Performance Questionnaire Attachment L1 Past Performance Information Form Attachment 5 S-1 SocioEconomic Commitment Attachment 4 Sample Technical Directives Attachment 3 Cost Summary Template Attachment 2 Work Breakdown Structure Exhibit A CDRLs STEP RFP Amendment 1 The Defense Threat Reduction Agency, U.S. Strategic Command Center for Combating Weapons and the Standing Joint Forces Headquarters for Elimination (DTRA/SCC-WMD/HQ-E) Cooperative Threat Reduction (CTR) Cooperative Biological Engagement Program (CBEP), invites all interested Offerors to submit a proposal in support of the Scientific & Technical Engagement Partnership (STEP) Program. CBEP requires a team of Subject Matter Experts, Visiting Scientists and Mentors, Qualified Trainers and access to a cadre of expert research collaborators to support CBEP engagements as they advance scientific knowledge in the CBEP partner nations. Through the STEP program, CBEP will partner with a variety of collaborators (including research institutions, non-governmental organizations, and local scientists) to develop collaborative research programs, leading the way for future CBEP engagements. These activities will be augmented with specialized training in areas such as field surveillance and epidemiology techniques, sample collection, clinical and laboratory diagnostics, and biorisk management, in order to conduct high-impact research, surveillance and related activities in a safe and responsible manner. Offerors are instructed to submit questions or concerns regarding this solicitation via email to dtra.belvoir.J3-7.room.step@mail.mil with the subject line "Questions Concerning HDTRA1-16-R-0001." Questions are due by 8:00AM EST on March 8, 2016. DTRA reserves the right to not provide written responses to any or all questions/concerns, however, major issues that are brought to DTRA's attention will be addressed; likely via an Amendment to the solicitation. While DTRA appreciates any feedback, we are looking for major questions or concerns. This Combined Synopsis/Solicitation shall NOT be construed as a commitment of any kind by the U.S. Government. Any information provided to the Government in response to this document will become DTRA/SCC-WMD/HQ-E property and will not be returned. The Government will not reimburse contractors for any costs associated with responding to this Combined Synopsis/Solicitation.
