- SMALL BUSINESS SUBCONTRACTING PLAN OUTLINE ATTACHMENT 2 SPECIFICATION FOR AEROLOGICAL SOUNDING BALLOONS ATTACHMENT 1 SOLICITATION EA-133W-16-RQ-0201 The National Oceanographic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division intends to issue a solicitation for approximately (39,000) 20km Aerological Sounding Balloons (GP20) in accordance with the specifications on behalf of the National Weather Service (NWS). The solicitation is being issued as full and open competition. The NAICS code is 326299, All Other Rubber Product Manufacturing, with a standard of 500 employees. The Government anticipates award of a single award, fixed price, indefinite delivery contract. The orders will be firm-fixed price. The contract award date is anticipated to be May 16, 2016 with an ordering period of five (5) years thereafter. A Request for Quote (RFQ) solicitation will be available on or about March 17, 2016 through the Government's website at http://www.fedbizopps.gov/. The estimated due date for quotes will be 16 days following the date of issue of the solicitation. The basis for contract award will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures. This is a competitive LPTA best value source selection including the following technical factors: Previous First Article Testing with NOAA by providing evidence of passing first article testing on all perimeters for GP20 Aerological Sounding Balloons within the past five (5) years and Past Performance. Previous first article testing is considered the most important factor. All technically acceptable offerors, with satisfactory past performance, shall be treated equally except for their prices. This acquisition is being conducted using procedures in FAR Part 15 - Contracting by Negotiation and FAR Part 13.5 Simplified Procedures for Certain Commercial Items. Interested parties should register with FedBizOpps to receive notifications when the RFQ becomes available for download and all postings associated with the solicitation. Each potential offeror is responsible for checking this website to gain all the updates/amendments to any and all documents. No paper copies of the solicitation will be issued. No telephone, facsimile, or written requests will be accepted. All contractors doing business with this office must be registered with the System for Award Management (www.sam.gov) in order to receive an award from this office. All responsible, responsive sources may submit an offer which will be considered by the Agency.
