Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation number is DE-SOL-0009610 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through the most recent Federal Acquisition Regulation amendments which can be found at: http://www.acquisition.gov/far/index.html. The North American Industrial Classification Systems (NAICS) code is 541611 and the small business size standard is $15.0 million. This combined synopsis and solicitation notice is a request for competitive quotations. Therefore, all quotations received prior to the RFQ close date will be considered. The Government contemplates the award of a Firm-Fixed-Price Order resulting from this solicitation. Western Area Power Administration (Western) is a Federal power marketing administration that markets and delivers reliable, cost-based hydroelectric power and related services to wholesale customers in 17 states. This RFQ is to obtain support services for Western to provide diagnostics of the current baseline organizational culture; those characteristics, attitudes, unwritten/written norms, and normalized deviations which drive the employee/organization behaviors. After identifying the positive and negative behaviors, provide training to all employees shaping Western into a DOE Human Performance and Just Culture learning organization. The work required by this RFQ supports Western?s HQ and all four regions. The Government will award an order to the responsible offeror whose quote conforming to this notice represents the best value in terms of technical criteria, socioeconomic status, past performance and price. All non-price factors (technical criteria, socioeconomic status and past performance) are more important than price. Questions concerning this RFQ must be submitted through the FedConnect Message Center, no later than 5:00 pm (ET) April 1, 2016, to allow a reply to reach all prospective offerors before the submission of their quotes. Any questions received within 1 week of the quote due date may not be answered prior to the date that quotes are due. Each question should clearly specify the RFQ area to which it refers. Answers will be made available to the public as soon as practicable. Any information concerning this RFQ will be furnished promptly to all other prospective offerors, if that information is necessary in submitting quotes or if the lack of it would be prejudicial to any other prospective offerors. The identity of the prospective offerors asking questions will be withheld. The Government shall not respond to questions submitted by telephone, E-mail or in person at any time. Offerors are encouraged to periodically check FedConnect to ascertain the status of any answers to questions, as hard copies will not be distributed. Quote Deadline. Submission of quotes shall only be accepted through the FedConnect Response Center and must be received no later than 5:00 pm (ET) April 11, 2016. Quotes submitted through the FedConnect Message Center will not be accepted. Offerors can familiarize themselves with how to upload a quote by reading the FedConnect tutorial at: https://www.fedconnect.net/FedConnect/Marketing/Documents/FedConnect_Ready_Set_Go.pdf It is the responsibility of the offeror, prior to the offer due date and time, to verify successful transmission. Failure to submit a quote through the FedConnect Response Center web portal by the stated time and date may result in the quote not being considered. By submitting a quote, the Offeror agrees to comply with all terms and conditions as set forth in this RFQ. Please note - FedConnect is owned and operated by Compusearch Software Systems Inc., not by DOE. For assistance with FedConnect, please use the contact information found on the FedConnect web site. DOE does not provide help desk assistance for FedConnect. Exclusion of Quotes and Communications. At any time prior to award, including upon receipt of quotes, the Government may exclude a quote from further consideration for reasons such as (but not limited to): non-compliance with instructions related to this solicitation; the quote is not among the most highly rated; or the quote is not likely to be selected for award. The Government need not notify an offeror that its quote has been excluded from further consideration nor need it provide the offeror with a pre-award debriefing. However, the offeror will be provided post-award notification and if requested, a brief explanation of the basis of the award decision. After receipt of quotes, the Government will conduct an evaluation. The Government intends to evaluate quotes and issue a contract/ order without communications with offerors. However, during the evaluation process, the Government may, solely at its discretion, communicate with an offeror for any purpose, such as to gain a better understanding of the quote. As a result of such communication, the Government may allow offerors to submit quote revisions. If quote revisions are allowed, the Government may, solely at its discretion, impose non-common due dates for the revisions. In other words, the Government may elect to have a quote revision date for an offeror that is different than the quote revision date for another offeror(s). The Government need not conduct communications with all offerors. Rather, the Government may, at its discretion, conduct communications with one or only some offerors. Furthermore, the Government need not permit all offerors to submit quote revisions. Ra ther, the Government may, at its discretion, seek quote revisions from only one or only some offerors. Quote Submission. The Government will not dictate formatting. However, the quote shall be concise and formatted in a professional manner. The Technical Quote, excluding Past Performance, shall not exceed 20 pages. No email or hard copies will be accepted or considered. Volume 1 and Volume 2 shall not exceed a total of 25 pages. Past performance and resumes, if applicable will not be included in the total 25 pages. All pages including forms, tables, and exhibits shall be appropriately numbered, identified with the prime offeror?s DUNS number, and the RFQ number. PLEASE DO NOT COMBINE YOUR SUBMISSION INTO ONE (1) DOCUMENT. TECHNICAL QUOTE AND PRICE MUST BE SUBMITTED AS SEPARATE DOCUMENTS.
