J&A document Under the authority of FAR 8.405-6(a)(1) and as instructed by FAR 8.405-6(a)(2), the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) is publishing this notification to industry of a Federal Supply Schedule (FSS) Delivery Order award supported by a limited sources justification. On 02/29/2016, CBP issued a Firm Fixed Price Delivery Order under the General Services Administration (GSA) Federal Supply Schedule (FSS) GS-07F-9740H to Kastle Systems. CBP awarded Delivery Order Number HSBP1016F00036 on a sole source basis to Kastle Systems as the incumbent contractor providing 24 hours a day, seven days a week centralized monitoring and card reader systems, from March 1, 2016 through February 28, 2017, and one option periods through September 30, 2017. This is a limited sources acquisition under FAR 8.405-6(a)(1)(i)(B) which states, in pertinent part, that an ordering activity may be justified in limiting sources when "only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." This is a follow-on contract for brand-name, Kastle Systems Security Systems Services. This procurement will ensure continued coverage 24 hours a day, seven days a week, every day of the year (24/7) centralized monitoring and card reader systems for the building, elevator, lobby and workspace at the three CBP work site locations. They also provide 24/7 support and repair of the systems. CBP inherited Kastle equipment and security systems from GSA's original security framework for several CBP offices. A change in contractor would require CBP to remove all Kastle equipment and replace it with new equipment. This change would create an undue financial burden on the Government, c ause a disruption in service and place our offices and employees at security risk. Additionally, Kastle is able to provide/meet the wiring requirement for the service. Kastle's proprietary equipment can only be maintained and serviced by Kastle and no other vendor is authorized to provide maintenance services.
