Description
Notice of Intent to Award Sole Source The Regional Health Contracting Office - Central, Fort Hood Cell, intends to award a Firm Fixed-Price sole source “Bridge” contract to US Radiology On-Call, a small business, under authority 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for Carl R. Darnall Army Medical Center, Fort Hood, TX, for Tele-Radiology Services. The applicable NAICS code for this requirement is 622110, and the size standard is $38.5 Million. A “bridge” contract is needed to ensure Tele-Radiology a mission essential service continues. There are certain barriers that would make it impossible for another source to meet the full performance date of 1 April 2016. The multiple Information Technology (IT) and security requirements otherwise known as Department of Defense Information Assurance Certification and Accreditation Process (DICAP) must be met to access reports in the Composite Health Care System (CHCS). The Business to Business (B2B) Agreement must be completed; the Virtual Private Network (VPN) must be established and approved. Given the nature of the services and the amount of coordination required to prevent a disconnect in service, a transition of this service from one contract company to another is anticipated to take approximately six (6) to eight (8) months. Specifically, the DICAP process. This notice is not a request for competitive quotes. All responsible sources may submit a capability statement, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. NOTE: INTERESTED VENDORS, PLEASE RESPOND TO THIS NOTICE ON OR BEFORE 23 March 2016, 10:00 AM, CST. The Regional Health Contracting Office –Central, Fort Hood Cell intends to make a sole source award to US Radiology On-Call, 2461 Santa Monica Ste. 108, Santa Monica, CA 90404-2138.
