- RFP #SOL-121-16-000005 Request for Proposals (RFP) No. SOL-121-16-000005 The United States Agency for International Development (USAID) Regional Mission for Ukraine, Belarus, Moldova and Cyprus, is seeking proposals from qualified companies and organizations interested in implementing the Reform Communications Program in Ukraine, as described in this solicitation. You are invited to submit a proposal in accordance with the requirements of this RFP. This procurement shall be conducted through full and open competition, under which any type of organization (large or small commercial [for profit] firms, educational institutions, non-profit organizations) is eligible to compete. The procedures set forth in FAR Part 15 shall apply. Subject to availability of funds, USAID contemplates award of a Cost-Plus-Fixed-Fee (CPFF) completion type contract. The maximum estimated cost of the contract (costs and fee), as further discussed in Section L, is between $800,000 and $1,000,000 covering a period of performance of six (6) months. Offerors must propose costs that are allocable, realistic and reasonable for the work. The cost proposal will be evaluated as part of the Best-Value procedure in determining contract award, including cost effectiveness of approaches to achieve the desired results. Any amendments to this solicitation will be issued and posted on the FedBizOpps website (www.fbo.gov) along with the RFP. Offerors are encouraged to check the website periodically. It is the responsibility of the Offeror to ensure that solicitation or any amendments to it has been received from Internet in its entirety and USAID bears no responsibility for data errors resulting from transmission or conversion processes. By email only, please submit all questions about this RFP no later than March 24, 2016 06:00PM Kyiv, Ukraine local time at RFPKyiv@usaid.gov with a copy to Ms. Elena Parinova at eparinova@usaid.gov. Oral instructions, answers or guidance from any USAID source prior to the award of the contract shall not be binding. More details regarding proposal submission please see in Section L of this RFP. The award will be subject to vetting. Please refer to Section H.28 (752.204-70 Partner Vetting Pre-award Requirements) for more information. Only one organization, selected for award, will be vetted prior to award. Issuance of this solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for any costs incurred in the preparation or submission of a proposal. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government. Thank you for your interest in USAID programs.
