NAICS Code has been updated to 334512 The United States Coast Guard is seeking sources for the recapitalization of two (2) low pressure control air dehydrator units, using HFC-134a refrigerant, aboard CGC HEALY. The Coast Guard's overall requirement is a reliable and sustainable (15 years minimum service life, all logistics elements addressed) automatic dehydrator for use in low pressure compressed air systems. Depending on lead time and availability, the Coast Guard intends for installation in January 2017 or January 2018. The dehydrator shall remove particulate matter, aerosols and water vapor from influent low pressure air and furnish clean, dry air as specified herein for use in propulsion control air systems, remote valve shut-down control, various auxiliary equipment and services such as; distilling plants, fuel and lube oil purifiers, boilers, incinerator, oily water separator, and science laboratory spaces. The dehydrator shall be designed for both continuous and intermittent operation. General Specifications include: Modular Construction - The dehydrator unit shall be shipboard deck mounted and of modular construction so as to fit through a marine type watertight door with an opening of 28" x 68" and 6" radius corners. The maximum dehydrator size shall be 32" Width x 52" Height x 34" Depth when fully assembled on the skid. No brazing or welding shall be required to fully assemble the components into a complete dehydrator unit. Vibration - The dehydrator shall be resistant to mechanical vibration as encountered on board ship. The equipment supplier shall provide a certificate of testing documenting conformance with the requirements of MIL-STD-167, Type 1. The dehydrator shall be a regenerative compression refrigerant type intended for continuous non-cycling operation utilizing HFC-134a refrigerant type. The dehydrator units shall have a minimum capacity of 100 standard cuft per minute (SCFM) at 125 psi. Units shall be corrosion-resistant in a marine atmosphere, self contained, and shall deliver air with a pressure dew point not exceeding 40º F. The dehydrator shall be capable of effluent flows from zero to 100 SCFM at 125ºF without requiring manual attention. The dehydrator shall meet the electrical requirements specified in MIL-STD-461 and MIL-E-917. The dehydrator shall be constructed for 440 Volts alternating current (Vac), 3-phase, 60 hertz (Hz). Refrigeration unit - The unit shall contain a compressor, condenser, controls, and accessories. The compressor shall be a semi-hermetic, two cylinder unit, driven by a 3-phase motor. The evaporating temperatures shall be in the 34 to 45°F temperature range with a capacity of approximately 12,000 British thermal units (Btu) per hour (1 ton) of refrigeration at the rated loading. Alternate solutions are encouraged. Some references in the Specification are subject to Export Control limitations or have otherwise restricted distribution, and have been deemed "limited access" and "export controlled" packages. In order to access these documents, vendors must be certified as a US or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service. Instructions and procedures for being certified by JCP can be found at http://www.dlis.dla.mil/jcp/. Only those vendors that have current certification by JCP will be able to be granted explicit access to these packages by the USCG. SHIP CHECK: The HEALY is not currently available for a ship check. The USCG intends to make USCGC HEALY (WAGB-10) available during the solicitation phase for a ship check. REQUESTED INFORMATION: The USCG requires input concerning the businesses ability to meet requirements. Specifically: i) What's available in the commercial marketplace? If using an existing design, please provide documentation showing application and effectiveness. If there are units available that diverges from the specification but that the market feels can meet the requirement, please note the unit, the advantages and the differences from specification. ii) What is the minimum lead time on a suitable HFC-134A DeHydrator System? Is expediting possible? iii) What is the minimum period needed to install the system onboard the HEALY at the cutters homeport? iv) What is your Rough Order Of Magnitude Estimate of the range of value of this proposed procurement? v) Small business size status. vi) Customary market practices for contract financing. vii) Any other information pertinent to this RFI as it relates to the ability to provide a solution. SUBMISSION: This is a Request for Information (RFI). Proposals are not being requested at this time. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All submissions shall be made in writing to Sarah E. Thompson at sarah.e.thompson2@uscg.mil and shall not exceed fifteen (15) single-sided pages. At this time, the USCG DOES NOT has an estimated time frame for the release of a solicitation and this is NOT a request for quotations/proposals. The Government does not intend to pay for any information that is submitted in response to this Request for Information (RFI).
