Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a five year Cost Plus Fixed Fee (CPFF)/Firm Fixed Price (FFP) completion type contract, consisting of one base year and four 1-year options on a full and open competition basis. The contract will provide organizational level maintenance on a variety of aircraft, including both fixed wing and rotary wing aircraft and unmanned aerial vehicles (UAVs), in multiple locations in support of the Naval Test Wing Pacific (NTWP). NTWP has two subordinate commands: AIR TEST AND EVALUATION SQUADRON THREE-ZERO (VX-30), located in Point Mugu, CA, and AIR TEST AND EVALUATION SQUADRON THREE-ONE (VX-31) located in China Lake, CA. An overview of each squadron is addressed below: 1.1 VX-30 provides range support for a wide variety of missions conducted both locally at the NAVAIR Sea Test Range off Point Mugu as well as other locations worldwide. The squadron also conducts developmental Test and Evaluation (T&E) of aircraft and systems. Support missions comprise range surveillance and clearance (RS&C), optical imaging, and airborne telemetry, and are usually accomplished using P-3 and C-130 aircraft. Squadron aircraft participate routinely as "go/no-go" assets in complex, expensive and high pressure test events with many stakeholders on programs of strategic national significance. Test mission comprise sonobuoy lot testing, manned systems test, and unmanned systems test. VX-30 is the single-site developmental T&E site for the MQ-8B and MQ-8C Firescout Program-of-Record (PoR). 1.2 VX-31's primary mission is to provide test, evaluation, and demonstration of current and/or future aircraft, air weapons, and weapon systems in Developmental and Integrated or Combined Developmental/Operational Test phases of Defense Acquisition. The secondary missions of VX-31 include providing inland search and rescue support for the R-2508 Airspace Complex and operating airborne test bed programs, range support, and test program support. These missions result in a dynamic operational environment highlighted by frequent aircraft configuration changes and schedule flexibility. It is anticipated that the majority of the effort will be performed at the Government facilities in Point Mugu, CA and China Lake, CA. Performance may occur in various other locations, both CONUS and OCONUS, on a temporary basis. Additional information will be included in the Request for Proposal (RFP). Please note that this notice is for the same requirement that was posted under the Request for Information/Sources Sought synopsis number N68936-15-R-0077. The Government anticipates release of a draft RFP in the third quarter of FY 2016 with a final RFP to follow in the fourth quarter of FY 2016. The contract will include six CLINs per year each for non-touch labor with the unit of issue of hours, scheduled/unscheduled maintenance (hours), overtime (hours), travel (lot), M&ODCs (lot), and data (lot). *PROCUREMENT TYPE This requirement is being procured under full and open competition.
