- Tooele Army Depot (TEAD) has a requirement for a full and complete pest management service contract. The contractor shall provide all personnel, equipment, supplies, materials, transportation, tools, and all other items necessary to carry out a full and complete pest management service contract to serve all occupied and non‐occupied buildings for TEAD North and TEAD South in accordance with the Statement of Work (SOW) and all applicable federal, state, and local laws, regulations, publications, manuals and policies/procedures. The anticipated contract will provide pest control services for each building listed in the Statement of Work (277 various buildings/structures) and a 6‐foot wide perimeter around the foundation of each structure. The contractor shall be required to do work both inside and outside of all buildings. The removal of pests, mammals, and/or nests may be in any area of both installations. The types of pests the contractor shall control include: rodents, insects, birds, and vertebrates that are considered pests to these installations are namely, but not limited to: cockroaches (German and Oriental), filth flies, Stored Products Insects, mosquitoes, gnats, ants, crickets, beetles, earwigs, other crawling insects, spiders, bees, wasps, lawn insects (Sod Webworms, Armyworms, and other beetles), Tree Borers, mice, birds (pigeons, Blackbirds, Starlings, and Sparrows), gophers, voles, other vertebrate pests (stray dogs, feral cats, skunks, raccoons, etc). In accordance with the SOW Integrated Pest Management Plan, emphasis shall be placed on nonchemical control methods, or if chemical action is required, with pesticides that have the lowest level effect on the environment. The offeror shall provide evidence of possession of a valid Department of Defense pesticide applicator's certificate or State of Utah commercial applicator's certification for all categories of pesticide applications or pest control performed. The offeror shall provide evidence of a Federal Secret Clearance. This requirement is anticipated as a five-year (base period plus four option periods) firm-fixed price effort. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the Government pay for information solicited. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. Responses must include the following: 1) Company name and address 2) Business size classification (Small, Small Disadvantaged (SDB), 8(a), Woman-owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SD-VOSB), Historically Underutilized Business Zone(HUBZone) small businesses including the number of employees and the number of years in business. 3) Interested offerors shall provide a summary of their capabilities and past performance experience on similar efforts.
