- Sources Sought Notice Statement of Work / Salient Characteristics SOURCES SOUGHT NOTICE (Closes 05 April 2016) The Naval Surface Warfare Center, Corona Division, is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement. This effort entails procurement of General Dynamics CM-300 UDT transmitter and CM-350 UDR receiver or equivalent. This contract is to procure (11) CM-300 UDT transmitter (Part Number 01-P57716R001), or equivalent, and (11) CM-300 UDR (Part Number 01-P57713R001) receiver, or equivalent. This action is being implemented for the Naval Strike Air Warfare Center (NSAWC) Fallon as part of its ground-to-air UHF voice communications system. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. THERE IS NOT A SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. All responses under this Sources Sought Notice must be emailed to caleb.foster@navy.mil. CRITICAL FEATURES FOR THE CM-300(V2), OR EQUIVALENT UHF TRANSMITTER/RECEIVER SYSTEM 1.0. BACKGROUND The CM-300 UDT transmitter (Part Number 01-P57716R001), or equivalent and CM-300 UDR (Part Number 01-P57713R001) receiver, or equivalent, will be used by Naval Strike Air Warfare Center (NSAWC) Fallon as part of its ground-to-air UHF voice communications system. A total of eleven (1) CM-300 UDT transmitters and CM-300 UDR receivers are required. 2.0. REQUIREMENTS 2.1. Transmitter Requirements 2.1.1. GENERAL REQUIREMENTS 2.1.2. Frequency Bands: The transmitter shall operate as transmit-only radios in the UHF (225 to 399.975 MHz) band. 2.1.3. Modulation: The transmitter shall operate on amplitude modulation (AM) only over the UHF frequency band (225 to 399.975 MHz) 2.1.4. RF Output Power: The transmitter shall be capable of transmitting up to 10 Watts of RF output power, or greater. 2.1.5. Channel Spacing: The transmitter shall have spacing between channels of 25 kHz 2.1.6. Number of Channels: The transmitter shall be capable of transmitting on one channel 2.1.7. High VSWR Mitigation: The transmitter shall not be damaged if the VSWR is over 3.0:1. However, the transmitter shall be capable of either shutting off, or transitioning to a lower RF power, if the VSWR exceeds 2.0:1. 2.1.8. Input Audio: The transmitter shall be capable of inputting standard balanced 600 ohm audio either through push-to-talk microphones or headsets. 2.1.9. Spurious and Harmonics Levels: The transmitter shall generate spurious and harmonic signals at levels of -80 dBc, maximum. 2.1.10. Power Source: The transmitter shall operate on standard commercial AC power (110 VAC/60 Hz), and shall draw no more than 4 Amps while in transmit mode. 2.1.11. PHYSICAL REQUIREMENTS 2.1.12. RF Connectors: The transmitter shall have one (1) N-type female connector. 2.1.13. Ethernet Port: The transmitter shall have at least one (1) RJ-45 Ethernet port for control of the radio 2.1.14. Dimensions: The transmitter shall be no more than 17 inches wide, 5.75 inches high, and 20 inches deep. The transmitter, when installed in a standard 19-inch rack, shall not occupy more than 3 standard rack units in height. 2.1.15. Weight: The transmitter shall weigh no more than 40 lbs. Page 2 of 3 2.2. ENVIRONMENTAL REQUIREMENTS 2.2.1. Operating Temperature: The transmitter shall operate in a temperature range between -10°C to 40°C 2.2.2. Relative Humidity: The transmitter shall operate with relative humidity 0 to 90%, non-condensing 3.0. Receiver Requirements 3.1. GENERAL REQUIREMENTS 3.1.1. Receiver Sensitivity: The receiver shall have sensitivity of -100 dBm, or better 3.1.2. Spurious Signal Rejection: The receiver shall have spurious rejection of -70 dBm, or better 3.1.3. Adjacent Channel Rejection: The receiver shall have adjacent channel rejection of -60 dBm, or better 3.1.4. Audio Distortion: The receiver shall have audio distortion of 2%, or better 3.1.5. Power Source: The receiver shall operate on standard commercial AC power (110 VAC/60 Hz), and shall draw no more than 0.5 Amps while in receive mode. 3.2. PHYSICAL REQUIREMENTS 3.2.1. RF Connectors: The receiver shall have one (1) N-type female connector. 3.2.2. Ethernet Port: The receiver shall have at least one (1) RJ-45 Ethernet port for control of the radio 3.2.3. Dimensions: The receiver shall be no more than 17 inches wide, 1.75 inches high, and 20 inches deep. The receiver, when installed in a standard 19-inch rack, shall not occupy more than 1 standard rack units in height. 3.2.4. Weight: The receiver shall weigh no more than 15 lbs. 3.3. ENVIRONMENTAL REQUIREMENTS 3.3.1. Operating Temperature: The receiver shall operate in a temperature range between -10°C to 40°C 3.3.2. Relative Humidity: The receiver shall operate with relative humidity of 0 to 90%, non-condensing 3.4. Transmitter/Receiver Switch A transmitter/receiver relay switch shall be provided to allow both the transmitter and receiver to operate in simplex mode. This can be an external device, or internal to either the transmitter or receiver. This switch shall allow the transmitter and receiver to operate on the same transmission line. The switch shall have three ports; one for the transmitter output; one for the receiver input, and one for connection to the antenna from either of the other two ports. The switch shall connect the receiver and antenna ports normally. The switch will only connect the transmitter and antenna ports when sensing a signal from the transmitter (see Figure 1). Page 3 of 3
