Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. The solicitation number is W911WN-16-Q-4962. It is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The NAICS Code for this acquisition is 332323, Ornamental and Architectural Metal Work Manufacturing. The Small Business Size Standard for this NAICS Code is 500 employees. This requirement is 100% Set-Aside for Small Business concerns. Any resultant contract shall be Firm-Fixed Price, and one award is anticipated. Offerors must be registered in the System for Award Management (SAM) in order to be awarded a contract. The publications are referred to in the text by basic designation only. ASTM INTERNATIONAL (ASTM) ASTM A123/A123M (2013) Zinc (Hot-Dip Galvanized) Coatings on Iron and Steel Products ASTM A153/A153M (2009) Zinc Coating (Hot-Dip) on Iron and Steel Hardware ASTM A325 (2014) Structural Bolts, Steel, Heat Treated, 120/105 ksi Minimum Tensile Strength ASTM F1145 (2005, Reapproved 2011) Standard Specification for Turnbuckles, Swaged, Welded, Forged NATIONAL ASSOCIATION OF ARCHITECTURAL METAL MANUFACTURERS (NAAMM) NAAM MBG 531 (2009) Metal Bar Grating Manual 1.3 SUBMITTALS Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. SD-01 (G) Manufacturer Data and Fabrication Information: The following items shall be submitted to the Contracting Officer for approval prior to award of contract for items listed in paragraphs 2.1.1 thru 2.1.2.1: Manufacturer's Catalog Data: Data shall include catalog numbers, cuts, diagrams and drawings and such other descriptive data as may be required by the Contracting Officer in order to determine whether or not the materials comply with the contract requirements and their suitability for the specific application. For the Heavy Duty Metal Bar Grating and Clips in paragraph 2.1.2 and paragraph 2.1.2.1 - Detail Drawings: Detail drawings shall be submitted showing the dimensions, arrangements, and details. SD-02 Shop Drawings Delivery Drawings These drawings shall provide descriptions of methods of delivering components to the site, including details for supporting fabricated components during shipping to prevent distortion or other damages. Material lists shall be submitted to the Contracting Officer for review a minimum of 30 days prior to ordering materials. See Section 3.5 PACKING AND DELIVERY. SD-06 Test Reports MATERIAL TEST REPORTS Material Certification testing shall be performed and reports shall be submitted for all items supplied under the contract. The reports shall include a description of material, specifications, chemical properties and mechanical properties of the material used to manufacture the contract parts. Information shall be included which renders the reports identifiable and traceable with the specific parts manufactured for the contract. SD-07 Certificates CERTIFICATION OF COMPLIANCE Certificates of compliance shall be submitted for all items demonstrating compliance of materials with the specification requirements. The certificate(s) shall verify that the supplied material complies with the established standards for both the physical and chemical properties of the material specified. Each certification shall be signed by an official authorized to certify on behalf of the manufacturing company and shall contain the name and address of the contractor, the contract number and the quantity and date(s) of shipment or delivery to which the certifications apply. 1.4 DELIVERY, STORAGE, AND HANDLING Delivery, handling, and storage of materials and fabricated items shall conform to the requirements specified herein. Protect materials from corrosion, deformation, and other types of damage. Store items in an enclosed area free from contact with soil and weather. Remove and replace damaged items with new items. PART 2 PRODUCTS 2.1 MANUFACTURED ITEMS Manufactured metal materials and standard metal articles shall conform to the respective specifications and other designated requirements. Sizes shall be as specified or shown. Where material requirements are not specified, materials furnished shall be suitable for the intended use and shall be subject to approval by the Government. 2.1.1 Bolt Type Shackle Forged, quenched and tempered, and galvanized with alloy pins. The nominal shackle size shall be 2-1/2" with a working load limit of 55 tons and a pin diameter of 2.75". Basis of design: Crosby Bolt Type Shackle, G-2130. 2.1.2 Metal Bar Grating Metal bar grating shall comply with NAAMM MBG 531; hot dipped galvanized in accordance with ASTM A123/A123M after fabrication, with out to out dimensions as shown on the schedule of prices. Grating shall have a maximum cross bar spacing of 4", bearing bar thickness of 5/16", bearing bar depth of 3". Grating shall be banded. Basis of design: Pacific Heavy Duty Grating, 15-W-4 3" x 5/16". 2.1.2.1 Metal Bar Grating Fastening Metal bar grating shall be fastened using metal "G" clips that allow for a bearing bar depth of 3", attaching to a wide flange beam with minimum flange thickness of 1". Fasteners shall be designed to be used with the supplied grating. "G" clips shall be hot dipped galvanized in accordance with ASTM A123/A123M after fabrication. PART 3 EXECUTION 3.1 FABRICATION Material with welds will not be accepted, except where welding is definitely specified, indicated on the drawings, or otherwise approved. Bends, except for minor details, shall be made by approved dies, press brakes, or bending rolls. Where heating is required, precautions shall be taken to avoid overheating the metal and it shall be allowed to cool in such manner as not to destroy the original properties of the metal. Shearing and cutting shall be accurately done and all portions of the work shall be neatly finished. Cutting shall be done by saw, water-jet, or high definition plasma arc. Corners shall be square and true unless otherwise shown on the drawings. Finished members shall be free from twists, bends, and open joints. 3.2 WORKMANSHIP All workmanship shall be of the highest grade in accordance with the best modern practices to conform to the specifications for the item to be furnished. All similar parts shall be interchangeable. All sharp edges and corners shall be broken. All holes shall be normal to the surfaces of penetration and shall be sized as indicated on the reference drawing. All holes must be drilled. 3.3 FINISHED AND DRILLED SURFACES DIMENSIONS AND TOLERANCES Tolerances for drilled and machine-finished surfaces designated by non-decimal dimensions shall be within +/- 1/64 inch unless otherwise noted on the drawing. 3.4 UNFINISHED SURFACES DIMENSIONS AND TOLERANCES Unfinished surfaces shall be true to the lines and dimensions given on the drawing and shall be ground free of all projections and rough spots. Tolerances shall conform to industry practices. The cut dimensions of the structural steel items shall be + / - 1/16". 3.5 PACKAGING AND DELIVERY The Contractor shall package and label all items in accordance with the Schedule of Prices heading that the items fall under. If items cannot be grouped into packages, individual items shall be labeled with the proper heading. For items with part numbers, the piece shall also be labeled with the associated part number. 3.6 SHIPPING. The contractor shall deliver the ITEMS to the Pittsburgh Engineering Warehouse and Repair Shops (PEWARS) located at 3500 Grand Avenue, Neville Island, Pittsburgh, PA 15225-1584. Delivery of the items shall be VIA FOB DESTINATION NO LATER THAN FOUR (4) WEEKS AFTER DATE OF AWARD, between 0800 and 1530 hours Monday through Friday; excluding holidays Required Delivery Date: 30 days after contract award.
