- Combined Synopsis Solicitation Document - W81XWH-16-T-0104 Subject: Brand Name or Equal Invitrogen Qubit Reagents and Consumable Supplies This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will be not be issued. 7.2. This combined synopsis/solicitation issued as a Request for Quote (RFQ). Description of Requirement: The USACEHR has a requirement for brand name or equal Invitrogen Qubit Reagents and Consumable Supplies, The brand name or equal kits are necessary for use with the USACEHR's in-house Post Traumatic Stress Disorder (PTSD) Study. The Minimal Essential Characteristics (MECs) are included in the attached Request for Quote (RFQ) as Table 1. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87; 07 March 2016. This acquisition is full and open competition Unrestricted The North American Industry Classification System (NAICS) code is 325413 - In-Vitro Diagnostic Substance with a size standard of 500 employees. Contract award shall be made on a competitive best value basis using "Lowest Price, Technically Acceptable (LPTA)" approach.
