Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541712 with a size standard of 1,000 employees. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. I. BACKGROUND NCI is requesting capability statements from all small businesses who may be interested in performing the NCI's contract for the Federally Funded Research and Development Center (FFRDC). The FFRDC provides rapid response capabilities and one-of-a-kind resources for the biomedical research community within NCI, NIH and other Federal Agencies. Located in Frederick, MD, the NCI's FFRDC is a Government-Owned Contractor-Operated (GOCO) research facility with a unique array of research support and advanced technologies, whose purpose is to bridge the gaps from discovery to healthcare delivery; to accelerate the development of new technologies and prototype treatments for patients; and to pave the way for new advances to enter clinical trials for testing, approval, and delivery to patients via the commercial sector. Entities authorized to operate, manage, or administer an FFRDC include: a university, a consortium of universities, other not-for-profit or nonprofit organizations, industrial firms as autonomous organizations (identified separately from any parent organization), or industry/academia partnerships. II. PURPOSE and OBJECTIVES The purpose of the FNLCR is to provide a unique biomedical resource for the development of new technologies and the translation of basic science discoveries into novel agents for the prevention, diagnosis, and treatment of cancer, AIDS, and other diseases. The FFRDC operator shall provide the intellectual leadership, management expertise, and scientific capability to accomplish the research and operational objectives assigned by the NCI to the FNLCR. Specific research activities are executed through several mechanisms, including, but not limited to, strategic planning, program coordination, cooperation and collaboration, and through a work request system utilized by NCI and NIH components. As part of the FFRDC operator's stewardship of the laboratory, it is expected that they maintain relationships with the broader research community to enhance the intellectual vitality and research relevance of the laboratory, and to bring the best possible capabilities forward as it pertains to the FNLCR mission needs through partnerships. III. PROJECT REQUIREMENTS a. Research Support Programs, Projects, and Activities Capability statements must make evident the respondents' corporate or institutional experience in successfully managing large, multi-faceted research and research support operations similar in nature to those performed at the FFRDC. Examples of scientific operations performed at the FFRDC include, but are not limited to: o Satellite Research Center and Special Projects o Advanced Technologies o Animal Research and Research Support o Basic and Translational Research and Research Support o Clinical Research and Research Support o Repository Operation o Information Systems, Information Technologies, and Data Science o Technology Transfer Program o Other Laboratory Support Capability statements must clearly and concisely demonstrate the organization's or institution's research support experience related to the conduct of independent investigator-initiated and collaborative research that encompass a wide range of scientific disciplines. Examples include, but are not limited to: (i) biochemistry; (ii) current Good Manufacturing Process (cGMP) production; (iii) clinical trials monitoring, management and regulatory affairs for clinical research efforts; (iv) genomics; (v) immunology; (vi) in vivo and in vitro cancer and viral therapeutics; (vii) laboratory animal research; (viii) metabolomics; (ix) proteomics; (x) repositories; (xi) scientific computing bioinformatics;(xii) virology. b. Facility Operations Capability statements must make evident the respondents' corporate or institutional experience in successfully managing large, multi-faceted research and research support operations similar in nature to those performed at the FFRDC. Examples of facility operations performed at the FFRDC include, but are not limited to: o Environmental Health & Safety o Occupational Health Services o Facilities' Maintenance and Engineering o Security Program o Emergency Management/Preparedness o Transportation and Logistics Services o Cafeteria Services o Library Services o Other Administrative/Support Services c. Business Operations and Management Capability statements must make evident the respondents' corporate or institutional experience in successfully managing and administering business and management operations similar in nature to those at the FFRDC. Examples of business and management include, but are not limited to: o Financial Management o Human Resources Management o Audit and Assessments o Project and Strategy Management o Property Management o Legal Resources o Purchasing System o Acquisition Services/Purchasing Management IV. ANTICIPATED PERIOD OF PERFORMANCE June 2017 through June 2027 V. OTHER IMPORTANT CONSIDERATIONS The Government anticipates award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with individually negotiated Task Orders. VI. CAPABILITY STATEMENT Interested parties shall furnish the following minimum information: • Name and Address of Organization; • Web site address; • Name, title, and email address, of Business and Technical Point(s) of Contact; • DUNS Number; • Socio-economic status of Organization: whether they are small business, HUBZone small business, veteran-owned small business, woman-owned small business, small disadvantaged business; • Business Size classification related to North American Industry Classification System (NAICS) code 541712 with a size standard of 1,000 employees; • Indicate whether or not your Organization is registered in System for Award Management (SAM); • Nature of the interested Organization (Examples include but are not limited to: University, Non-profit, General Partnership, Joint Venture, Limited Liability Company (LLC), Limited Liability Partnership (LLP), Sole Proprietorship, Corporation (C or S); • Your interest as either the prime or subcontractor; • If interested as a subcontractor, please indicate which areas of work are you interested in performing; • A discussion of any subcontracting arrangements, partnerships, collaborations, research or university consortiums or other teaming arrangements that your organization may consider for this effort; and, • A discussion of the Organization's availability and capability to perform the activities identified above in PROJECT REQUIREMENTS. VII. SUBMISSION INSTRUCTIONS You must submit your response electronically in a MS Word or Adobe Portable Document Format (PDF) in no more than five (5) single-spaced, single-sided pages, with standard 1" margins, and 12-point Times New Roman font. Any pages exceeding the page limitation designated herein may not be reviewed. The due date for the submission of responses to this Sources Sought Notice is 4:00 PM EDT on April 5, 2016. CAPABILITY STATEMENTS RECEIVED AFTER THAT DATE AND TIME MAY NOT BE CONSIDERED.
