- This Request of Information (RFI) and Sources Sought is for Planning Purposes. The Government does not intend to award a contract on the basis of the Request of Information (RFI)/Sources sought notice or to otherwise pay for the information solicited. Your response to this RFI will be treated as information only. It shall not be used as a quote. This request is issued for the purpose of exchanging information to improve the understanding of industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements, and enhancing the Government’s ability to obtain services, at reasonable cost and price, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting information, on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS), Northeast Fisheries Observer Program for research equipment necessary to continue the monitoring of commercially and recreationally important shark species. T INTRODUCTION The Apex Predators Investigation (API) is located at the Narragansett, RI Laboratory of the National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC). The API is one of three programs in the Population Biology Branch of the Fisheries and Ecosystems Monitoring and Analysis Division. The mission of the API is to conduct life history studies of commercially and recreationally important shark species. API research is focused on distribution and migration patterns, age and growth, reproductive biology, and feeding ecology. API conducts fishery independent surveys of large and small coastal sharks in US waters from Florida to Delaware. Biological samples and catch data are collected at recreational fishing tournaments in the Northeast US. API administers an extensive Cooperative Shark Tagging Program (CSTP) in the Atlantic Ocean, Gulf of Mexico, and Mediterranean Sea, utilizing thousands of volunteer anglers. API staff manages and coordinates the Cooperative Atlantic States Pupping and Nursery (COASTSPAN) Survey that uses researchers in major coastal Atlantic states to conduct a comprehensive and standardized investigation of valuable shark nursery areas. Information gathered from our research programs provides baseline biological data for the management of large Atlantic sharks. Data from tagging programs, such as the NMFS CSTP, provide valuable information on migration and the extent of fish movements. The need for international cooperation in such work is underscored by the fact that many shark species have wide ranging distributions, frequently traverse national boundaries, and are exploited by multinational fisheries. The CSTP is also an important means to increase our biological understanding of sharks and to obtain information for rational resource management. The tagging of sharks (and other aquatic animals) provides information on stock identity, movements and migration (including rates and routes), abundance, age and growth (including verification/validation of age-determination methods), mortality, and behavior. REQUIREMENTS To accomplish NMFS science objectives, Apex Predators Program of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) intends to purchase 8,000 shark tags for research starting September 1, 2011. The Contractor shall provide shark tags to continue monitoring commercially and recreationally important shark species. The Contractor shall provide shark tags suitable for commercially and recreationally important shark species with the following features: Darthead • 1/64 thick 300 Series Stainless Steel Strip (annealed for flexibility) • 1 5/16 inches in length • 5/16 inches in width • 90 degree cut both ends •.072 -.75 Diameter hole (centered) at 13/16 inch from leading tip – hole is smooth/without burrs • 1/8 inch Open Tang centered and starting ¼ inch from leading tip and extending o.375 -.406 • Leading edges of the Darthead to be sharpened Monofilament – Fishing Line • “ANDE” 200# test Monofilament • 1/16 inch NOM Outside Diameter • Cut to 6.5 inch length Capsule • Cast rod plexiglass 1 3/8 inches in overall length consisting of ¼ inch OD plexiglass with a taper of 30 degrees to the end • Screw end cavity is drilled (#19) from end to 1.180 – 1.210 inches. The end is threaded to receive a 3/8 inch screw (10-32 THD) with a.25 inch minimum depth • 3/8 inch Screw of Delrin (natural) • -.050 -.060 inch centered slot 1/16 inch deep • – ¼ inch 10-32 thread • Non-screw end has drill hole.069 -.076 in diameter to receive Monofilament Waterproof Fish Tag Legends • ¾ inch x 3 ½ inch white.003 inches (.08mm) thick • Consecutive numbering on both ends • Yellow band on one end with the number and word “OPEN” in the five languages (see below) • Tag return instructions shall be printed in English, Spanish, Japanese, French and Norwegian – using both sides of the Legend and shall read: “To assist biological research, kindly send this letter to address below with species, length and weight of fish, date, locality and method of capture. Reward. Data on release of fish will be sent. Please record number.” • Our address “National Marine Fisheries Service Laboratory, Narragansett, Rhode Island 02882 USA” shall appear on the bottom of both sides of the Legend. • Legend must be waterproof. Lettering/numbers shall not rub off when wet or dry. Shark Tags - Assembly Monofilament is affixed in the.072 -.075 hole in the Darthead. Open tang of the Darthead is to be bent back over the end of the Monofilament. Bent tang shall not interfere with the free spinning of the Darthead after assembly. Monofilament is inserted in the tapered end to the Capsule and has to remain secure and withstand a moderate amount of tension. Legends are rolled and placed in the Capsule cavity so that the yellow consecutive number and “OPEN” instructions are clearly visible through the Capsule. Monofilament is made fast at both ends in the Darthead and Capsule by melting the line to a size of 0.120. Screw is to fit snugly in the end of the Capsule and shall be tightened to the point that it cannot be removed by hand, but not so tight that it causes the Capsule to crack. Completed consecutive tags shall be bundled in groups of ten (10) and then boxed in groups of two hundred (200). No contract will be awarded without testing and approval of a minimum of ten (10) tags (free of charge) by the Chief Investigator of the National Marine Fisheries Service, Apex Predators Investigation. Shark Tags – Testing Procedures Stress Test – The assembled tag shall withstand a “straight pull” test of 38 pounds (broke at 38 – 39 pounds). The test shall be conducted by placing the darthead against a flat surface and pulling on the capsule until the expanded ends of the monofilament pull through the hole in the dart, or pull free of the capsule. Darthead Spin Test – The darthead shall fit on the monofilament to allow it to spin freely. The hole in the darthead shall be smooth and produce no abrasion on the monofilament. Penetration Test – The assembled tag shall withstand penetrations through standard ¼ inch plywood paneling without bending or shearing the monofilament. Screw Tightness Test – The screw in the capsule shall be tightened sufficiently to prevent loosening by hand, but not over tightened so as to fracture the threads on the capsule (5 in-lbs). Legend Test – The legend shall be waterproof and the numbering and lettering shall not rub off when wet or dry. The DOC/NOAA is seeking the following information: Potential Respondents shall describe how they would propose to successfully deliver these supplies, assuming that all supplies provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. Potential Respondents supplies shall be comparable to the deliverables described herein. Potential Respondents shall respond to this RFI with a price sheet and a description of the supplies that may be provided. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are “best” estimates only. NOTE: This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned.
