Description
Bill of Material_Alchemy Alchemy J&A_Redacted DESCRIPTION: COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. The solicitation document, F4F0AW6012A101, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-45. The associated NAICS code is 51120, small business size standard is: $38,500,000. This requirement is for brand name Alchemy products (See Attached Bill of Materials) Delivery is 30 days After Receipt of Order (ARO) Ship to: AFLCMC/WWO, 2725 C Street, Wright-Patterson AFB, OH 45433, FOB Destination. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition The provision at 52.212-2, Evaluation--Commercial Items, applies; the only evaluation factor being price. The clause at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. In accordance with the contract clause FAR 52.212-4, the Government contractual terms and Federal laws and regulations take precedence over conflicting terms and conditions in the Contractor's quote. To the extent that the terms and conditions in the Contractor's quote do not conflict with the Government contractual terms and Federal laws and regulations, the Government agrees to its terms and conditions as required by Department of Defense Federal Acquisition Regulation Supplement (DFARS) 227.7202-4. Any terms and conditions that are inconsistent with Federal laws, regulations, and current written policies shall not apply. All terms and conditions must be attached to the contract in writing and accepted by the contracting officer to be binding on the Government. All financial liabilities shall be determined solely in accordance with the terms of the contract notwithstanding any terms other terms and conditions in the Contractor's license agreement The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. TAA compliance shall be in accordance with FAR. DPAS rating is DO-A7. GSA - or - Open Market pricing is required. Award will be made to the lowest price, technically acceptable, responsive, responsible offeror. Anticipated Award Date is: 8 April 2016 Lt Col Kenneth L. Decker, Jr. has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
