Description
This attachment includes the Minimum Essential Characteristics for the required imaging system This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with PerkinElmer Health Sciences, Inc., 710 Bridgeport Avenue, Shelton, CT 06484-4794, for the award of a firm-fixed price commercial Purchase Order for brand-specific items that represent an upgrade to an existing Opera Excitation High Sensitivity (QEHS) High Throughput Confocal Imaging reader from 1.8 to Opera 2.0, which the Government already owns. The existing Opera Imaging system utilized by the Molecular Translational Sciences (MTS) at USAMRIID is six (6) years old and is currently screening 28-42 96-well Plates/day (while running 24/7) both fixed and pseudo-type live assays. This is the maximum throughput of the system and is only achieved by simultaneous and parallel acquisition of up to 4 colors. While the current system is interfaced to a robot feeding the Opera, the researchers at USAMRIID sometimes fall behind by as much as two (2) weeks. Another bottle-neck is inadequate data storage; the current system has limitations in acquiring large number of images per well. As screening for small molecules against the viruses/bacteria has become top priority for the MTS department, the current Opera imaging system requires upgrading to screen large libraries for antiviral/bacterial compounds. The specific PerkinElmer product required for this upgrade is unique among high content screening devices in its ability to perform all of the tasks required. Although a variety of high content screening devices are available on the market, only the PerkinElmer product offers the level of image resolution (250 nM and pixel size of 110 nM). This is achieved through the use of an automated water immersion system for objective lenses up to 60X, which increases resolution substantially by avoiding index of refraction mismatch. Based on the market research completed by USAMRIID, all other vendors offer only air-interface objective lenses with a maximum magnification of 60X. The PerkinElmer product is also the only product of its kind to utilize semi-conductor laser illumination with spinning disk-type confocal image acquisition via simultaneous detection by three separate high quality CCD cameras. This equipment is required to screen large numbers of plates for several currently funded projects. A delay in acquiring this equipment will put these projects significantly behind schedule. Therefore, for the reasons cited above, the required QEHS High Throughput Confocal Imaging system manufactured by Perkin Elmer is the only item that will meet the Government's need. Furthermore, market research and direct communication with manufacturer has revealed that the items included in the list below are only available from the manufacturer directly. Therefore, the Government intends to purchase these items directly from PerkinElmer Health Sciences, Inc., on a sole source basis. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 5 calendar days after the publication of this notice, the purchase will be awarded without further remark.
