M67854-16-I-1119 Product Manager, Optics and Non-Lethal Systems Infantry Weapons Systems Marine Corps Systems Command, Quantico, VA Industry Day Announcement This is an announcement for an upcoming 2016 Industry Day hosted by Product Manager, Optics and Non-Lethal Systems (PdM ONS), PM Infantry Weapons Systems (PM IWS) at Marine Corp Base Quantico. The PdM ONS Industry Day scheduled for 3-5 May 2016 at the facility listed below. The number of respondents to this announcement will influence the event's format duration. The Industry Day will include opening comments and introductions from the ONS Product Manager on the opening day as well as one-on-one break-out sessions through 5 May. Interested vendors will be able to request a private 50 minute time slot with a specific PdM ONS team(s) of their choice in order to discuss new and emerging optical or non-lethal technologies. Updates on this Industry Day range event will published by amendment to this RFI. Range time may be available for vendors to demonstrate their products, however, all demonstrations will be non-firing and laser devises will not be permitted to fire. If you are interested in demonstrating your product(s), respond by 1500 EDT on 8 April 2016 to jennifer.haveron@usmc.mil with a description of the product and capabilities for demonstration. Scheduling of range time, if available, will be contingent on number of request received and the resources accessible. Requests received after this date and time may not be honored due to time constraints. Below is a description of each PdM ONS team. Each vendor can request to brief multiple teams, but each team's availability is unknown until the number of respondents wishing to meet with teams is finalized. Vendors requesting to meet with multiple teams should state which teams they would like to have a one-on-one session with in priority order. Opening comments will be made by IWS ONS PdM and Combat Development & Integration (CD&I). Opening comments and introductions begin at 0830, and the 50 minute time slots begin immediately following at 0900 and end at 1600 each day. One hour is allotted for lunch from 1200-1300. The final dates and schedule for this event will be sent to individual vendors via e-mail after receiving final number of respondents and coordinating specific time slots for each vendor. Vendors should restrict their presentations to fifty minutes. Due to the limited conference facility capacity, the number of attendees is limited to four persons per organization. Product Manager Optics and Non-Lethal Systems Industry Day Location: Knowledge Capital Associates 125 Woodstream Blvd. Suite 309 Stafford, VA 22556 Notice of Intent to participate (RSVP) in the PdM ONS Industry Day one-on-one sessions is due by 21 APR 2016. Foreign vendors should submit a Foreign Visitor Request to the responsible Official at least 30 calendar days prior to the event date to ensure sufficient time to for processing. RSVP must include the name and address of the organization; a statement indicating which PdM ONS team(s) will be briefed (in order of preference or priority), a short description of technologies for presentation or information for discussion, and a company point of contact, including name, title, citizenship, telephone, fax and e-mail address of each person that will be attending the Industry Day. Vendors without a submitted RSVP will not receive access to the Industry Day. Submit requests for individual vendor time slots to jennifer.haveron@usmc.mil and copy suzanne.blagg@usmc.mil. Scheduling requests by phone cannot be accommodated. Product Manager Optics and Non-Lethal Systems Product Manager Optics and Non-Lethal Systems (PdM ONS) mission is to develop, acquire, field and sustain affordable, integrated, state-of-the-art optics and non-lethal escalation of force weapons systems to enable the Marine Corps to operate and dominate in any range of military operation. PdM ONS is continuously striving to enhance the Marines performance, survivability, mobility and capability. The systems we acquire will help facilitate the Marines' ability to detect, identify, and engage targets accurately at various ranges in all weather and visibility conditions. Product Manager for Optics and Non-Lethal Systems is part of Program Manager Infantry Weapons Systems, Marine Corps Systems Command. PdM ONS is divided into four teams: Target Engagement, Target Acquisition, Non-Lethal Systems, and Support & Integration. Target Engagement Team Items of Interest: The Target Engagement Team's interests involve new and applicable Target Engagement Optical technologies for small arms (individual weapons and crew served machine guns), such as Weapon-Mounted Laser Range Finding Optical Sights, Weapon-Mounted Image Intensifying Sights, Weapon-Mounted Thermal Sights, and Scout Sniper Day/Night Optical Sights. Target Acquisition Team Items of Interest: The Target Acquisition Team's interests are focused on reducing the Marine Infantryman's load by providing smaller, lighter, and greater range optics with increased energy efficiency. Target Acquisition equips the Marine with a variety of handheld optics from Mini Binoculars to Long Range Thermal imagers. Laser, In-line optics and helmet mounted night vision devices are within the Target Acquisition profile. Digital Image Fusion, white phosphorus, and improvements in form, fit, and function are of vital interest. The team is concerned with cost advantages, if any; inherent to procuring new systems versus sustaining recently fielded systems. Non-Lethal Systems Team Items of Interest: The NLS Team's interests involve new technologies that provide escalation of force options with explicit, non-lethal counter-personnel effects that warn, deny, move, disable, and suppress hostile opponents. The NLS Team is also interested in counter-materiel effects to deny, divert, disable, and stop vehicles, vessels, and aircraft. NLS effects are explicit and employed to incapacitate targeted personnel or materiel while minimizing fatalities, permanent injury, and undesired collateral damage in the targeted area. NLS capabilities deliver force that achieves immediate target response while providing predictable and reversible effects. Technologies related to untethered Electro-muscular Incapacitation and Active Denial are of particular interest to the NLS Team at this time. Support & Integration Team Items of Interest: The Support & Integration Team's interests are technologies for equipment supporting the characterization and maintenance of future optics capabilities including multi-spectral laboratory light sources and detectors, laboratory/test equipment and Optics Tools and Test equipment for EO maintenance. Notice The Government may use non-Government support contractor personnel from Knowledge Capital Associates LLC, and other support contractors, to assist in collecting and reviewing market information. Submission of proprietary information is discouraged, but if necessary, will be protected from unauthorized disclosure as required by Subsection 27 of the Federal Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as "the Act"). These companies are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information. Supporting contractor personnel are procurement officials within the meaning of the Act, and will take all necessary action to preclude unauthorized use or disclosure of Contractor's proprietary data.
