Description
QUESTION: As per "PLB Section M" of document number FA8606-16-R-6397, dated 14 January, 2016, the Demonstrated System Reliability Test Plan instructs the offeror to follow Section 2.2.3.4 Calculating Reliability. In particular the Cumulative Effects table which spells out the testing sequence, events, number of units to be tested and pre-requisites. [Contractor] will conduct testing on all 46 beacons as one group as per the prescribed sequence in the Cumulative Effects table. The Immersion Test #10, will be conducted immediately after the Storage Temperature Tests #1 Hot and #2 Cold. The sequence then picks up with Test #3 Vibration. As specified in "PLB Section M" Section 2.2.3.4, the primary measure for determining the demonstrated system reliability of the beacon is based on the beacon's failure to fully function, that is, failure to transmit the 406 MHz frequency rescue data after being subjected to any test. [Contractor] intends to apply this pass/fail criteria to all tests listed in the Cumulative Effects table. Can you please verify that we are proceeding with this testing within the guidelines acceptable to the USAF. RESPONSE: Testing is to be conducted in accordance with the test plan (Atch L-7). This test plan requires 46 beacons to be broken up into groups which are then subjected to different mixes of high, medium, and low stress profiles as defined in Table 4.2. The tests are to be conducted in order of the Testing Sequence number (i.e. from 1 through 10). It is NOT our intent to conduct #10 after 1 & 2. The test plan para. 3.3 (Cumulative Effects Tests) states: "The test events will be conducted sequentially in the following order: storage temperature, vibration, functional shock, acceleration, explosive decompression, impulse acceleration, thermal shock, operating temperature and water immersion." The pre-requisite column in Section M, para. 2.2.3.4 points out which tests must be conducted at any point in the test sequence. For example, if you need to run Function shock testing (#4), then you are required to conduct 1, 2, 3 first, then 4. Another example, if you wanted to test Immersion (#10) you, need to conduct 1 and 2 first, then 10.
