Description
The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Rampart Supply of Colorado Springs, CO for (2) Lochinvar Crest Commercial Condensing Boilers (CCCB), (2) Condensate Neutralization Kits, and (2) Optional Voltage Kits. The justification is as follows. Under Executive Order 13423, FRA was directed to comply with goals and objectives applicable to High Performance Sustainable Buildings (HPSB). Accordingly, FRA is continuing the process of replacing and upgrading heating and cooling systems around the Transportation Technology Center (TTC). In 2012, the CCCB boiler, determined to meet HPSB requirements, was installed in TTC's Operations building as part of the upgrade process and a service contract for that boiler was placed. Currently, FRA is replacing existing diesel boilers at TTC's Center Service Building. The diesel boiler model is over 36 years old and, at best, 50%-60% efficient. Use of a non-CCCB boiler model to replace the diesel boiler would be administratively burdensome and result in duplicative costs and effort. FRA would be unable to maintain a coordinated, efficient, and consistent maintenance plan for upkeep of the boilers, potentially requiring multiple service contracts. Rampart Supply is the only authorized Lochinvar supplier in TTC's geographic area for the CCCB boiler. This synopsis is not a request for competitive proposals ; however interested parties may identify their interest and capability to respond to the requirement. Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Ms. Devona Jackson, ( devona.jackson@dot.gov ) no later than 1:00 p.m. EDT Tuesday, March 29, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
