- THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT NOTICE. In preparation for a future procurement, the Department of Veterans Affairs Healthcare Network Upstate New York (VISN 2) Medical Centers of Albany, Bath, Buffalo, and Syracuse Pathology and Laboratory Medicine Service (PLMS) is performing market research to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 334516 (Size Standard 1000 Employees) for Blood Bank Anti Body ID products for use with VA Medical Centers owned Ortho Clinical Diagnostics ID-MTS. All products provided shall be certified compatible for use with the OCD ID-MTS Workstations. The basic test in Transfusion Medicine is in addition to determining patient ABO Rh is to screen patient plasma for red blood cells antibody. The 0.8% screening cell reagents are used to test patients for antibodies before transfusion can occur. The 0.8% Panel A is used to further identify antibodies that are found. This testing occurs in the OCD-ID MTS IG gel cards. Gel cards plus Selectogen reagent and patient plasma are tested together to screen the patient plasma for active red cells antibody. The Affirmagen screening kit is used for ABO serum grouping tests. The Confidence System is used for ABO red blood cell grouping tests. The Affirmagen and Confidence System reagent is used in the OCD blood typing wells. Testing using all of these reagents occurs daily. The 0.8% Selectogen, Affirmagen and Confidence reagents are used daily for testing on each patient specimen that is intended for transfusion. The 0.8% Panel A is used when a positive test result has been found with the 0.8% Selectogen. The Upstate New York VA Medical Centers are required to provide pretransfusion screening when the testing is requested. The Government intends to award a single five year contract for all seven contract line items referenced in paragraph two which are: 1) Ortho Confidence System, 2) 0.8% Resolve A 11 X 3 ML, 3) 0.8% Selectogen 2 X 10 ML, 4) 3% Selectogen 2 X 10 ML, 5) 0.8% Affirmagen 2 X 10 ML, 6) Immunoglobulin G, Gel, 7) MTS A/B/D MONO & REV GR. The offeror must be able to provide all seven contract line items requested. Please note that each of the four Lab Facilities does not have a requirement for all seven contract line items, rather each of the four facilities requirements are independent of each other. Interested companies should submit an electronic statement outlining their company's capability and capacity to provide the products, and the delivery time to deliver the products to each of the four New York facilities. Also, firms should provide their business size status in accordance with the small business administration guidelines (www.sba.gov) for the NAICS code they fall within. Finally, interested companies must indicate if their items are open market or on a mandatory schedule. This Sources sought notice is for informational purposes and all businesses able to provide these supplies are encouraged to submit information regardless of their business size. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from their responses to this sources sought notice.
