- NASA ARC has a requirement for a Phase 3 engineering and programming services to incorporate ASME FFS-1 / API-579 failure assessment diagram (FAD) and analytical capabilities into the NASGRO fracture mechanics program for use in the assessment of fitness for service and remaining safe life of NASA’s ground based pressure vessels and systems. Phase 3 includes implementing four recommendations of the software design recommendations developed in task 3(a) in the 2015 Phase 2 work, which are identified as tasks 3(b) through 3(e) for Phase 3, and beginning to address compatibility of key NASGRO SIF models with the ASME/API solutions, identifying differences and gaps and recommending a resolution plan for future implementation, which is identified as Phase 3 Task 8(a). NASA/ARC intends to purchase the service from Southwest Research Institute (SwRI), 6220 Culebra Rd., San Antonio, TX 78238, USA. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Mr. Lam Pham at lam.v.pham@nasa.gov not later than NOON on April 15, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
