Draft Statement of Work PRE-SOLICITATION NOTICE DTMA91R1600020 FOR RENOVATION OF QUARTER'S L at the U.S. MERCHANT MARINE ACADEMY THIS IS A PRE-SOLICITATION NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This Pre-solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, the Department of Transportation, Maritime Administration (MARAD), U.S. Merchant Marine Academy (USMMA) is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-Solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this Pre-solicitation Notice. •1.0 Pre-solicitation Notice Objective: This Pre-solicitation Notice seeks to obtain information from interested parties, including the vendor community, about potential opportunities for the renovation of Quarter's L, as follows: Exterior: Remove the stucco siding around the first floor of the house and porch; Remove wood siding around the second floor of the house; Replace all windows and exterior trim; Replace temporary roofing above the second floor; Install new wood siding on exterior of the house and porch. Interior: The complete renovation of bathrooms and the first floor kitchen; Remove and replace the ceramic tile floor that runs from the front door to the back door and kitchen; Install a mini-split AC System; Replace the existing wall-to-wall carpet; Rescreen and refinish hardwood floors; Repair minor damage to walls; Prime and paint all wall and ceiling surfaces in each room. 2.0 Acquisition Strategy: The USMMA's acquisition strategy alternatives are under review. The acquisition strategy will be partially dependent upon the technical responses and solutions offered as a result of this Pre-solicitation Notice. The alternatives under review include the following: Using a single prime contractor for the renovation of Quarter's L Other acquisition alternatives and suggestions offered by industry The respondent is encouraged to identify and provide any unique solutions that will result in effective/efficient operations and allow the USMMA to refine their requirements. 2.1 Instructions for Pre-solicitation Notice Responses: Responses must be submitted electronically to the e-mail address below: U.S. Maritime Administration Office of Procurement ATTN: Judy Bowers EMAIL: judy.bowers@dot.gov Respondents must submit their written responses no later than April 29, 2016, 2:00 p.m. Eastern, in white paper/thesis format on 8.5"x11" and not more than 20 pages in length. The total page count does include all other information provided (i.e., cover page, graphs, technical, etc.). Font size should be 12 point, Times New Roman, single sided, and prepared in Microsoft Word. Fold out charts for tables or graphics are allowed with a limited size of 11"x17" and each foldout counts as a single page and also counts towards the total page limit. Charts and graphics must be in Microsoft Excel. Microsoft Visio, or PDF format. Proprietary information submitted in response to this Pre-solicitation Notice will be protected from unauthorized disclosure as required by the Federal Acquisition Regulation (FAR). All proprietary markings should be clearly delineated. The respondent shall identify where data is restricted by proprietary or other rights and mark it accordingly. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFP. If a solicitation is released, it will be issued via the Federal Business Opportunities website ( www.fbo.gov ). It is the responsibility of the potential offerors to monitor these websites for any information that may pertain to this Pre-solicitation Notice or a future RFP. The information provided in this Pre-solicitation Notice and any future changes to the Pre-solicitation Notice are subject to change and are not binding. Participation in this effort is strictly voluntary. All costs associated with responding to this Pre-solicitation Notice will be solely at the interested respondent's expense. The objective of this Pre-solicitation Notice is to allow industry the opportunity to provide comments to USMMA's draft SOW. Review of the responses to the Pre-solicitation Notice will focus on the offeror's technical input and clarification of requirements. 2.2 Pre-solicitation Notice Response Due Date: The USMMA will only entertain written communication; no verbal communions will be accepted. Please submit written information via e-mail to Judy Bowers, Contracting Officer, at judy.bowers@dot.gov no later than April 29, 2016, 2:00 p.m. Eastern time. 2.3 Pre-solicitation Response Contact: Respondents to this Pre-solicitation Notice shall designate a primary and one alternate point of contact within the company (Name, Address, Email, and Telephone). 2.4 Clarification of Pre-solicitation Notice Responses To fully comprehend the information contained within a response to this Pre-solicitation Notice, there may be a need to seek further clarification from those responding. This clarification may be requested in the form of written communication. The USMMA reserves the right to seek additional information from those respondents identified with unique solutions that are determined to be beneficial to the USMMA.
