- NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made utilizing Simplified Acquisition Procedures: • Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $150,000. • FAR Part 13.501 (a) for purchases exceeding the simplified acquisition threshold of $150,000. The Naval Research Laboratory (NRL) intends to award a sole source purchase order to Virginia Tech University in Blacksburg, VA to furnish: Assessment of Materials and Data ______See Attached Inquiry of Availability ___X____ See Below DESCRIPTION: Task 1 - Element design including assessment of materials and ME composite sensor element options. NRL requires robust ME sensor element design option for the application described in the introduction. The assessment and recommendations will include both the component materials ferromagnetic and ferroelectric) properties and the composite structure characteristics. Down selection of options will be in collaboration with NRL. Specific target properties or ranges of properties of the sensor elements will be specified by NRL. These will include intelligent choice of materials for the magnetoelectric heterostructure the best means to reduce the losses by improving the Q factor, maximizing ME coupling, reducing the noise floor and improve sensitivity. Size and shape limits will be specified by NRL to ensure compatibility with the system integration. In addition to these targets, the assessment and selection of options will take account, working with NRL, of systems level compatibility including miniaturization approaches, packaging requirements, common mode noise rejection, and coherency and power requirements. The deliverable for this task will be a review of materials and ME sensor element designs that meet identified requirements. Task 2 - Modeling of Composite Sensor Designs. NRL requires that selected composite sensor element design identified in Task 1 be modeled to predict and optimize the performance according to performance metrics that will be agreed upon with NRL, described in Task 1. This task may require two design iterations to achieve the best results and ensure compatibility with NRL composite fabrication capabilities. Task 3 - Selected optimized composite sensor element designs will be fabricated by NRL. NRL the will require specialized testing of these elements in a high precision low-noise magnetically shielded environment to verify the noise floor of the designs. DELIVERABLES MONTHLY PROGRESS REPORTS TASK 1 - DESIGN REVIEW AT NRL PRIOR TO THE COMPLETION OF TASK 1 MATERIAL ASSESSMENT SENSOR ELEMENT DESIGN TASK 2 - MODELING REVIEW (LOCATION TBD) PRIOR TO THE COMPLETION OF TASK 2 REPORT OF MODELING RESULTS TO INCLUDE DOCUMENTATION OF COMPOSITE ME SENSOR DESIGN TASK 3 - EXPERIMENTAL TEST PLAN PROJECT FINAL REPORT INCLUDING TASK 3 TEST RESULTS AT THE COMPLETION OF TASK 3 PERIOD OF PERFORMANCE: To be completed no later than September 30, 2017. The North American Industry Classification System Code ( NAICS ) for this requirement is 541712 with the size standard of 1000 Employees. The Federal Supply Code (FSC) / Product Service Code ( PSC ) for this procurement is R425. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government.
