- NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE: Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. The Federal Aviation Administration (FAA), William J Hughes Technical Center, intends to award a single-source contract to Intertek of Cortland, NY for the laboratory testing of in-pavement light fixtures. This procurement is single-source because Intertek is the only FAA Accepted Third Party Certification Body in accordance with FAA AC 150/5345-53C, Airport Lighting Equipment Certification Program .. The scope of work will include Laboratory Testing to evaluate the bolt clamping force limitations of In-Pavement Light Fixture Assemblies currently being used at airports. This will include an assessment of possible increases in clamping forces based on use of higher strength bolts and larger diameter bolts. Use of higher strength bolts will be considered within the overall strength limitations of the components making up the Light Fixture Assemblies. Light Fixture Assemblies using higher grade bolts and larger diameter bolts shall be subjected to the following test procedures: 1.Horizontal Shear Force Testing following procedures in FAA Advisory Circular 150/5345-46D, Section 4, paragraph 4.5.1.3. 2.Compressive Load Testing following the test procedure identified in FAA Advisory Circular 150/5345-42G. 3.Vibration Testing following the procedures in FAA Advisory Circular 150/5345-46D, Section 4, paragraph 4.5.1.1. 4.Bolt Corrosion Testing consisting of Potassium Acetate Testing, and Salt Fog Testing per MIL-STD-810. The Laboratory Testing must be conducted by an FAA Accepted Third Party Certification Body in Accordance with FAA AC 150/5345-53C, Airport Lighting Equipment Certification Program .
