Description
SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION IN AN FY16 CONSTRUCTION PROJECT - EIE365A, F-35A FLIGHT SIMULATOR, EIELSON AFB, ALASKA - AND IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of a larger construction contract to be executed on Eielson AFB, Alaska. A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Items: 1) Honeywell Vindicator Intrusion Detection System - Required for integration with the existing Vindicator Command and Control suite used by the Eielson Base Defense Operation Center. This is the main system for access control and authentication of vehicles and personnel. All buildings/facilities related to the F-35A are required to be connected to the head end control system and must be compatible with the existing system. Multiple components such as Intrusion Detection System (IDS) sensors, card readers, door control, intrusion sensors, transponders and alarm devices are maintained and controlled by the system centralized access control, intrusion detection, and security management application software. The system also provides relational and embedded database, encryption, and scalable database which provides full communication and functionality among individual components. This system is an autonomous access control/intrusion detection and credential database system. It is essential to the Government's mission and security forces that systems in new F-35A facilities integrate with the proprietary system for proper control and response during emergencies and that, in the individual facilities, operators and security forces are able to monitor the security of each facility from a central location. 2) Monaco Fire Alarm System - Required for integration with the existing Monaco Reporting System used by Eielson Base Defense Operation Center. This is the main reporting system and all new fire alarm components must be compatible with the existing system. This requirement includes the installation of a new fire alarm system which is compliant with current codes including life safety related equipment and installation of control panels and fire suppression system. The new system is required to transmit point-to-point information to fire dispatch to get a faster response to the emergency. It is essential to the Government's mission that each new device is able to communicate/transmit with the existing Monaco reporting system. THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as these sole source items will be incorporated into the specifications of an FY16 solicitation for a new Military Construction (MILCON) facility on Eielson AFB, Alaska. Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information: (1) Identification of the manufacturer's name, address, and country of product manufacture. (2) Fully detailed specification sheets.
