This is a sources sought notice only for information and planning purposes and does not constitute a solicitation. This announcement closes on 11 April 2016 at 5:00 p.m. Eastern Standard Time (CST). THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY - NO AWARD WILL BE MADE FROM THIS NOTICE. This NOTICE is published to gain knowledge of potential firms capable of providing these services. Potential firms with the skills and capabilities necessary to perform the requirement described in the (SOW) below are invited to provide a detail Capability Statement. Statement of Work: Background The Food Safety and Inspection Service (FSIS), a public health regulatory agency of the U.S. Department of Agricultural (USDA), protects consumers by ensuring that meat, poultry, and egg products are safe, wholesome, and accurately labeled. The FSIS Technical Service Labs (TSL), located in Saint Louis MO, Athens GA, and Alameda CA, are regulatory laboratories that analyze meat, poultry and egg products to ensure they are free from adulteration. Antimicrobial carry-over at certain concentrations could affect pathogen survival during transport in Buffered Peptone Water (BWP). Based on worst case scenarios, USDA ARS was tasked with identifying neutralizing agents that were effective against certain antimicrobial interventions. This neutralizing buffer formulation is a result of that research. Objective/Scope The FSIS Laboratories perform regulatory testing of meat, poultry and egg products for the presence of food borne pathogens such as Salmonella, Listeria monocytogenes, and Shiga toxin producing E. coli. The laboratories provide BPW, a liquid collection and transport media, to FSIS Inspection Program Personnel (IPP) for sample collection and shipment to the designated TSL for analysis. FSIS is seeking a new formulation, hereby referred to as neutralizing Buffered Peptone Water (nBPW). This new media will be sent to IPP for sample collection and shipment to the designated TSL for analysis. The new buffer is expected to replace all sampling applications where BPW is currently being used to collect samples for shipment to designated FSIS laboratories. In the last 12 months, FSIS laboratories analyzed over 14,200 samples using BPW as the collection and transport media. It is also expected that FSIS regulated establishments would acquire the new buffer to match FSIS sampling methods for their own sampling. Requirements The contractor must provide nBPW in a final liquid form, prepared according to the specifications that follow, and in the designated aliquots. BPW Peptone 10.0g Sodium Chloride 5.0g Sodium Phosphate, dibasic 3.5g Potassium Phosphate, monobasic 1.5g This formulation may be found in the USDA-FSIS-Microbiology Laboratory Guidebook, Appendix 1, Media and Reagents. Validated alternative formulations are acceptable. http://www.fsis.usda.gov/wps/wcm/connect/b089fb25-5d69-4b01-a470-da1d0182a5d7/MLG-Appendix-1-Media-Reagents.pdf?MOD=AJPERES nBPW To prepare nBPW add the following ingredients to the formula specified above: •· refined soy lecithin 7.0 g •· sodium thiosulfate 2.5 g Dissolve dry ingredients in 900 mL MS water, dispense into appropriate containers, and autoclave at 121ºC for 15 minutes; final pH 7.2 ± 0.2 at 25ºC. After the media has cooled to < 50° C; add 12.5 g sodium bicarbonate to 100 mL MS water and dissolve thoroughly. Add the 100 mL sodium bicarbonate solution to the nBPW prepared above. Mix thoroughly. Higher volumes may be made, following the same ingredient ratios specified. The prepared nBPW will be provided in the following aliquots: •· 400 mL bottle •· 25 mL small bottle or test tube •· 10 mL test tube Deliverables The contractor shall provide the following: •· A Material Safety Data Sheet (MSDS) shall be included with the first shipment only. A certificate of analysis shall be sent with each shipment/lot verifying pH, appearance, sterility, and recovery testing. There shall be a minimum 6 month shelf life from date of receipt. Each container shall be labeled with the lot number, product (i.e. nBPW), and expiration date. Technical Requirements Upon receipt at the laboratory, the media must pass the following criteria: •· Appearance - clear, amber color, no cloudiness or particulates •· pH - 7.2 ± 0.2 •· Sterility - demonstrating no growth in 24 hours at 35 ± 2°C. •· Growth challenge - demonstrating robust growth with ATCC Salmonella culture (or equivalent) incubated 24 hours at 35 ± 2°C; inoculating level 20 - 50 CFU. •· The contractor to deliver to the following addresses: USDA, FSIS, OPHS, Midwestern Laboratory Federal Center, Bldg.105D 4300 Goodfellow Blvd. Saint Louis, MO 63120 USDA, FSIS, OPHS, Eastern Laboratory Russell Research Center 950 College Station Road Athens, GA 30605-2720 USDA, FSIS, OPHS, Western Laboratory 620 Central Ave., Bldg. 2A Alameda, CA 94501 Period of Performance: (1) year Base with four (4) Option Years *Interested firms are to provide a detail capability statement and a letter of interest. As part of your capability statement, please include any current or past contracts you have been awarded or the ability to obtain sufficient proof of capability for these types of services.
