- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), Women Owned, or Service Disabled Veteran Owned Business contractors for the following proposed contract: The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract in accordance with Federal Acquisition Regulation part 14 to conduct pre-placement condition surveys and place/pump the following: 1) approximately 400,000 cubic yards of sand from a borrow area approximately 2.6 miles south of the Cape May Inlet jetties onto the beach at 2 locations - the U.S. Coast Guard Training Center and Wilmington Avenue. Options to place additional sand within these same areas from the same borrow area (up to 150,000 cubic yards to achieve the full project design template) will also be included; 2) approximately 300,000 cubic yards of sand from the same offshore borrow area (as noted above) on the beaches of Lower Cape May Meadows in 3 locations - Cape May City/The Nature Conservancy property (Cove area); Cape May Point State Park/Borough of Cape May Point; and Groin Compartment #4 in Cape May Point. By option, additional sand based on need and cost may be placed at the Cape May Point State Park and Cove areas (30,000 cubic yards each. Salient Information: a) Sand must come from the off shore borrow area; b) Trucking in sand will not be permitted under this contract; c) The successful contractor must have dredging work experience, staffing and equipment to pump and place the quantity of sand required for the contract. Due to an environmental restriction, all work under this contract must be completed no later than 1 March 2017. The estimated order of magnitude is from $10,000,000.00 to $25,000,000.00. NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the size standard is $27.5 Million. [NOTE: Dredging - To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.] Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), Woman Owned, or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
