- Description
- This is a presolicitation notice in accordance with FAR 5.204 to publicize the planned sole source procurement for the purchase of curative liquid polymer commercially known as Versalink P-1000; quantity of 441lbs. The Naval Surface Warfare Center Carderock Division (NSWCCD) in Bethesda, MD intends to solicit and award a sole-source, firm fixed-price purchase order in accordance with Simplified Acquisition Procedures for commercial items in accordance with FAR 6.302-1(a)(2)(ii), Only One Responsible Source. The applicable NAICS code is 3325211 and the business size standard is $15 million. The set-aside for small business concerns has been dissolved. The proposed purchase order is being solicited on a sole-source basis to Air Products Inc of Allentown, PA. The basis for restricting competition is for the following reasons: Versalink P-1000 is currently the only approved material that has been tested in the Navy's Ohio Replacement Program (ORP) and the Conformal Acoustic Velocity Sensor (CAVES) project. Identifying a new material to test performance and material integrity would adversely impact the scheduling of tests per the NSWCCD's 72-TR2010/103 "Polymer test procedures for Naval applications." The proposed action is for the procurement of supplies or services for which the Government intends to solicit and negotiate with only one source in accordance with FAR 6.302-1(a)(2)(ii). Interested firms may identify their interest to respond to this requirement within 15 days of this posting by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals and does not constitute a solicitation. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
