- This Request for Information (RFI) number HT0015MQSRFI042016 is being issued by the Defense Health Agency (DHA) Contracting Operations Division - San Antonio (COD-SA). The intent of this RFI is to research the marketplace and obtain industry's feedback on using The Joint Commission's certification for Health Care Staffing Services (HCSS) as a technical requirement for the health care staffing agencies participating in the Medical Q-Coded Services (MQS) acquisition. DHA COD-SA is seeking information from vendors who provide (or intend to provide) contracted health care personnel in Department of Defense (DoD) Military Treatment Facilities (MTFs) within the Continental United States (CONUS) in the form of a brief market research survey (link to survey questions provided in the instructions below). BACKGROUND: The DHA supports the delivery of integrated, high-quality health services to beneficiaries of the Military Health System (MHS) and serves as program manager for acquisitions in support of the Military Services. The DHA and the Military Service Surgeons General operate MTFs worldwide that make up the direct care delivery system. The MTFs include clinics (stand alone, non-bedded facilities), community hospitals, and medical centers that are staffed by DoD military personnel, civilian employees and contract staff. The contract staff is comprised of numerous medically-related occupations. These include health care providers/workers in the following broad functional categories supporting inpatient and outpatient facilities: • Ancillary Services (includes clinical positions other than nursing, physicians, or dental) • Dental Services (includes dentists, dental specialists, hygienists, assistants and technicians) • Nursing Services (includes Licensed Practical/Vocational Nurses, Registered Nurses, Advance Practice Nurses and other Specialty Nurses) • Physician Services (includes primary and specialty care physicians) The DHA COD-SA is contemplating the award of new contracts to provide Q-coded medical services for the MHS. Product and Service Code (PSC) Category Q, for the purposes of this RFI, does not include consultants, advisors or subject matter experts. GOALS OF THE RFI: • Obtain feedback regarding the use of HCSS certification from TJC • Obtain feedback regarding the impact of certification on potential vendors The RFI is designed to assist the DHA in building an effective strategy. This market research effort is part of an ongoing PSC Category Q service acquisition process (Previous RFIs were HT0014MQSRFI102014 and HT0015MQSRFI072015). Survey information captured from this RFI will only be used for market research and participation is voluntary. The survey contains branch logic; therefore, not all respondents will be asked to respond to every question. REQUEST FOR INFORMATION RESPONSE INSTRUCTIONS: The intent of this RFI is to conduct Market Research in accordance with FAR 10.002 and FAR 15.201. It is for informational purposes only. This RFI shall not be construed as a formal solicitation or an obligation on the part of the government to acquire any supply or service. It does not guarantee a solicitation will be issued. Costs associated with any submission shall not be reimbursed by the government. Responses to this RFI are due by 5:00 PM CDT on April 18, 2016. Information gained through this RFI will be used to further refine DHA requirements. All feedback and information received may be used to determine an appropriate acquisition plan and strategy for possible future acquisitions; a solicitation(s) has not been developed at this time.
